The Senior Planner performs complex professional work in a variety of assignments. We are looking to add someone to our team who can contribute to and has experience in development plan review, presenting to board and commissions; reviewing and facilitation of infill and redevelopment projects; managing and presenting ordinance amendments; and working in areas of current planning. This position requires excellent written and facilitation skills to communicate with various audiences including boards, commissions, development partners, and the community. Plan review experience is a vital component of this position. You must have the ability to work independently and in a team environment across multiple departments with limited daily direction. Successful candidates will collaborate in a fast-paced, evolving environment and must be able to adapt to change through continuous learning while empowering others through shared knowledge. Demonstrated knowledge of land use principles, zoning practices, urban design, mixed use concepts, infill and redevelopment are desired.

Work is performed under the general supervision of senior members of the staff and requires independent judgment and discretion in the performance of duties. Specific duties and requirements are determined by the area of assignment.

Typical Tasks:
Specific duties may vary depending on work demands:

* Development plan review for various levels of plan types and complexities. Plan review requires the application of Cary’s policy documents, Land Development Ordinance and Community Appearance Manual. Plan review responsibilities also involve collaboration and effective communication with other departments within Cary as well as the development community.
* Develops. interprets, amends, and enforces ordinances regarding zoning and development;
* Drafts Requests for Qualifications and Requests for Proposals and manages consultants for specific projects;
* Assists in the planning and implementation of various programs related to transit, land use, design guidelines, transportation-related plans and other small area plans;
* Assists with the review of rezoning and annexation cases.
* Reviews sign permits and works with the business community on the creation, and revisions to Master Sign Plans
* Provides staff support to the Zoning Board of Adjustment; process applications and prepares staff reports for variances, administrative appeals and appeals of civil penalties; presents cases to the Zoning Board of Adjustment;
* Prepares zoning verification letters;
* Responds to inquiries from citizens, businesses, landowners, developers and elected and appointed officials regarding matters such as population and demographics, status of current projects, interpretations of the Land Use Plan, zoning matters, current and proposed ordinances, area plans and studies and on issues related to environmental and historic preservation and development;
* Coordinates and organizes public meetings; participates in the facilitation of in-person and virtual public meetings, open houses, and inter-governmental meetings;
* Assists in the development and implementation of Council initiatives and goals related to long- range planning; prepares, plans, develops and implements elements of the comprehensive plan
* Performs other job-related tasks as required.

Knowledge, Skills and Abilities:

Thorough knowledge of the principles, practices and techniques of land use planning, planning research, zoning, and annexations; thorough knowledge of municipal planning, landscape architecture principles and practice, and urban design; thorough knowledge of the Development Ordinance and its applications; bicycle and pedestrian planning; thorough knowledge of transit operations and planning; thorough knowledge of growth management methods and practices; thorough knowledge of statistical methods and their application; thorough knowledge of the sources of data and information; thorough knowledge of principles and practice of community facilitation and conflict resolution; thorough knowledge of the use of personal computers and computer software; ability to read and interpret ordinances, statutes, plans, maps, etc.; ability to plan, organize, supervise and carry out complex research projects effectively and simultaneously; ability to present the results of research effectively in oral, written, and graphic form; ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies, and members of the general public.

Minimum and Preferred Qualifications:

Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in urban planning, landscape architecture, or a closely related field and considerable experience in professional planning. A master’s degree in a closely related field may be credited toward some years of experience.

EPA Office/Lab and Location: A research training opportunity is currently available at the U.S. Environmental Protection Agency’s (EPA) Office of Policy (OP)/National Center for Environmental Economics (NCEE), located at EPA Headquarters in Washington, DC.

Research Project: The social cost of greenhouse gases (SC-GHG) combines climate science and economics to put the effects of climate change into monetary terms to help EPA and the public understand the societal consequences of actions that would increase or decrease greenhouse gas emissions. There are still many important categories of climate impacts and associated damages that are not yet reflected in these estimates due to data and modeling limitations. The selectee will participate in research to improve our understanding of how the world-wide physical impacts of climate change manifest into economic measures in ways that can be incorporated into economic models used to estimate the SC-GHG.

The participant will be involved with NCEE economists on research projects that will improve methodologies to assess the benefits and costs of environmental policies that improve water and air quality. The projects will involve significant data analysis and coding. One component of the water quality project is an evaluation of affordability metrics for costs of drinking and wastewater that are passed on to customers through water bills. With guidance and direction from an NCEE economist, the participant will review the literature on proposed affordability metrics (including those for similar services, such as electricity), apply these metrics to existing data, and evaluate their performance. The participant will also contribute to the evaluation of the effect of changes in water bills on outcomes such as household and government finances. Finally, the participant will engage in a study of the effectiveness of compliance assurance (inspections and enforcement) in the context of water quality. This project will involve the use of large, administrative data sets.

Additionally, to improve its ability to evaluate the contributions of voluntary programs, NCEE has a project underway to pursue case studies that examine the potential role that voluntary programs have played in participant actions to improve environmental outcomes. One potential case study involves assessing, in the supermarket industry, refrigerant gas emissions that have high global-warming-potential and that may deplete the ozone.

Allocation of time across the different components of the project is flexible. The participant will also have the opportunity to participate in additional research projects that are mutually beneficial.

Learning Objectives: This research project will provide the participant the opportunity to gain skills to compile, link, manage, and analyze large environmental, economic, and administrative datasets to facilitate analysis of the costs, benefits, and other economic impacts of environmental policies. The participant will have the opportunity to gain experience applying strong quantitative and computer coding skills to analysis of environmental policies. The participant is also expected to gain skills in applying econometric techniques to analyze relationships between the economy and the environment utilizing Stata, R, and/or other statistical programming languages. This training opportunity will provide an early career economist or data analyst with knowledge, skills, and abilities needed to conduct policy-relevant evidence-based research through collaboration with PhD environmental economists.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.

EPA Security Clearance: Completion of a successful background investigation by the Office of Personnel Management (OPM) is required for an applicant to be on-boarded at EPA.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. •Three or more years of experience working on climate adaptation and resilience issues.

•Familiarity with planning processes for strengthening adaptation and resilience, particularly in developing country contexts.•Bachelor’s degree with coursework in environmental policy, economics, political science, and/or international relations.

•Ability to work under pressure with short deadlines. •Strong organizational skills, attention to detail, and ability to distill complicated technical and policy issues.
•Ability to determine priorities without frequent guidance and to quickly learn and navigate complex organizational structures.

•Ability to learn quickly the complex organizational structure of the Office of Global Change and its relationships with the Office of the Special Presidential Envoy for Climate Change and other relevant Department offices and USG agencies.

POSITION OPEN UNTIL FILLED

Under general direction, the Planner performs professional and technical level planning work in long range planning or development review planning in connection with the administration and implementation of City planning projects, programs and Community Development Code.

Currently recruiting for qualified Planners in our Long-Range Division and our Development Review Division.

Duties and Responsibilities
Essential Functions: — Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

Provides entry-level to professional level planning work in a variety of capacities, depending on Division, related to the use of land in the City including development review, site plan approval, signage, landscape review, zoning and land use.
Provides extensive and professional customer service for the general public, including assistance to walk-in customers, other City departments, and outside professionals.
Serves as a contact person for zoning inquiries, applicable land use laws, and general ordinances.
Participates in a variety of meetings and public hearings relating to planning.
Conducts and performs research, gathers data, organizes and provides general analysis of findings for use in special planning projects.
Develops reports and recommendations relating to a variety of planning topics such as land use, redevelopment, design guidelines, urban design, historic preservation, community facilities, economic base, population, and housing.
Confers with outside agencies, officials, neighborhood groups, developers, design professional, and realtors.
Assists and participates on special planning projects by conducting research, gathering data and providing general analysis.
Assists in the preparation and presentation of planning data in graphic and/or written format.
Gathers, compiles, and uses data for analysis; makes recommendations and presentations at the staff level at various review committees, boards, and council meetings.
Performs other duties as assigned.

Planner – Long-Range
Processes petitions for annexation, land use amendments, re-zonings, and amendments to the Comprehensive Plan and Community Development Code.
Prepares technical reports, ordinances, and Community Development Board and City Council agenda items and presents items.
Reviews requests for consistency with the Comprehensive Plan and Community Development Code, with the Countywide Plan rules and state statutes.
Assists with community engagement as part of planning and transportation plans and projects and presents to community and business groups.
Planner –

Development Review
Reviews and analyzes development applications and projects (site plans, architectural elevations, civil and landscape plans) for consistency with all applicable adopted plans, codes and standards; conducts field studies; identifies any issues for discussion and prepares planning comments as part of Development Review Committee.
Conducts zoning reviews and provides follow up on building permits and business tax receipts.

Senior Planner Long-Range
Performs and manages complex and sensitive professional planning projects, research and analysis.
Assists with the preparation of project scopes and manages the work of consultants related to planning.
Processes petitions for annexation, land use amendments, zoning atlas amendments, development agreements, and amendments to the Comprehensive Plan and Community Development Code.
Develops special area plans, prepares technical reports, ordinances, Community Development Board and City Council agenda items; ensures all amendments are consistent with the Countywide Plan for Pinellas County and state statutes.
Develops and coordinates public involvement strategies, presents to community and business groups and engages the community as part of plans and projects.
Senior Planner – Development Review
Processes, reviews and provides follow up on a wide variety of permits and development applications, including residential dwellings, hotels, and other site plan review applications, business tax receipts, temporary uses, docks, fences, landscape plans, signs, plats, and lot splits.
Independently reviews and analyzes planning applications and projects for consistency with all applicable adopted plans, codes and standards; identifies any issues and utilizes independent judgment to make recommendations regarding approval and potential resolutions.
Prepares staff reports and presents expert testimony for quasi-judicial hearings.

Minimum Qualifications
Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
AICP certification, CNU accreditation, PTP (Transportation Planner), and/or similar is preferred, but not required.

Education and Experience:
PLANNER: Bachelor’s Degree in Urban, City or Regional Planning, Urban Design, Architecture, or related field AND one (1) year of experience in development services or planning at the local government level; OR an equivalent combination of education, training, and experience may be considered.
SENIOR PLANNER:
Bachelor’s Degree in Urban, City or Regional Planning, Urban Design, Architecture, or related field AND eight (8) years of experience in development services, planning, or related field; OR an equivalent combination of education, training, and experience may be considered.

Supplemental Information
Knowledge of –
Principles and practices of city planning, zoning, land use, land development regulations, architecture and urban design, form based and performance based codes, and familiarity with new urbanism principles
Comprehensive plan, community development code, and state statutes
NACTO and AASHTO design guides for urban streets, bikeways, and bike/ped facilities (Transportation Planner)
