The Housing and Neighborhoods Department is committed to improving and maintaining the quality of life and environment for all Raleigh citizens through a variety of programs and activities throughout the city. The department provides funding for the creation and preservation of affordable housing and for services and programs benefitting low to moderate income persons. The Department enforces codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement and enrichment activities. The Construction Project Coordinator’s role is key to the successful implementation of housing and community development programs and services.

The Community and Small Business Development Division of the Housing and Neighborhoods Department administers the City’s housing and community development programs funded with local and federal funds. These resources support a wide range of programs that add value in the community, including citywide first-time homeownership loans, affordable rental housing, rehabilitation of existing housing stock, housing initiatives for the homeless and public services. Many activities are carried out through third parties which involves contracts and contract administration, loan agreements and loan administration, and the issuance of NOFAs and RFPs and other instruments. Work also includes implementing elements of the City’s Strategic Plan relative to affordable housing and related areas.

The Construction Project Coordinator is responsible the effective management of various construction projects, particularly concerning disposition of City-owned land. In addition to managing the disposition process, the position will coordinate with the Loans team within the Department on rental development initiatives utilizing City-owned land. The Project Coordinator will also support the Construction Program Coordinator with capital improvements of City-owned properties.

  • Consults with the Construction Manager and other departmental staff to evaluate construction activities, determine operational objectives, and meeting overall program goals.
  • Evaluates and selects City-owned lots and lot clusters for disposition and recommends options for future land use based on zoning and other factors. Completes necessary survey work, land planning, environmental assessments, soil surveys, etc. by coordinating with interdepartmental teams and consultants. Identifies and resolves any encroachment and title issues. Examines the condition and capacity of all existing public and private utilities.
  • Prepares, issues, and evaluates Requests for Proposals (RFPs) for construction activities, particularly disposition of City-owned land. Prepares recommendation memos and agenda materials for City Council approval. Coordinates negotiating and routing of contracts.
  • Gathers program and project data for reporting to the U.S. Department of Housing and Urban Development (HUD), the City’s Strategic Plan, and other reports. Conducts Davis-Bacon and Section 3 monitoring and reporting, as well as Environmental Review checklists as needed.
  • Reviews sales contracts and prepares and records deeds for lot closings for City-sponsored projects involving lot sales. Works with legal counsel to draft and review leases for City-sponsored projects involving land leases.
  • Coordinates with the department’s Multifamily Lending Coordinator, staff in the Planning and Development Department, developers, etc. to shepherd City-sponsored projects through development review.
  • Manages the work of consultants, including architects, engineers, and land planners. Reviews and approves payments.
  • Creates and updates processes and procedures related to land disposition, Section 3 monitoring, and other construction activities.
  • Attends public meetings and events to provide information on projects, programs, and activities.
  • Assists with the coordination of infrastructure and site improvement work required for City-sponsored projects.
  • Assists with preparing bid packages for City-sponsored housing construction projects, including demolition, and assists with preparing construction contracts.
  • Assists with evaluating construction specifications for projects. Assists with performing site inspections of projects underway to evaluate the quality of work and compliance with work schedules, bid specifications, federal and state guidelines and applicable codes and ordinances.
Typical Qualifications
  • Bachelor’s Degree in real estate, urban planning, construction management, business administration or directly related field and five years of community development experience related to assignment. Some positions directly manage employees and should have two years of supervisory experience.

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Experience:
  • Working knowledge of the Unified Development Ordinance (UDO) and the development review process, including land use planning, site plan review, historic review, etc.
  • Familiarity with building construction and residential rehabilitation techniques, general contracting and construction project management.
  • Familiarity with and experience in applying building, zoning, electrical, sanitation, health and fire codes.
  • Working knowledge of inspection procedures and basic construction/maintenance principles.
  • Excellent interpersonal skills to establish and maintain effective working relationships with staff, other departments, elected officials, the media, and the public.
  • Excellent project management and time management skills, including planning, organizing, evaluating and implementation. – Ability to handle multiple tasks while maintaining accuracy and attention to detail.
  • Excellent written and verbal communication skills, including public presentation skills.
Preferred Qualifications:
  • Experience with CDBG and HOME grant program administration.
  • Knowledge of federal program regulations including Davis-Bacon Act Wage Rate Compliance, lead based paint remediation, environmental review, Section 3 and other cross-cutting compliance requirements.

The Development Finance Initiative (DFI) at the School of Government partners with local governments in North Carolina and beyond to attract private investment for transformative projects by providing specialized finance and development expertise. DFI partners with communities on projects including: building reuse and downtown revitalization; master development planning and execution; community and neighborhood development; industrial shell buildings; small business loan programs; and affordable housing development. DFI has worked on over 250 projects since its inception in 2010. DFI projects have resulted in over one billion dollars in private investment. DFI is experiencing high demand for its services and, accordingly, is seeking to expand its talented team of mission-driven real estate development experts.

The Development Finance Initiative (DFI), a program of the School of Government, is recruiting a Real Estate Development Analyst for a full-time EHRA Non-Faculty appointment. The Real Estate Development Analyst position reports to the DFI Associate Director and will work in close collaboration with DFI Project Managers.

This position will perform advanced data extraction, manipulation, management, and sophisticated analysis for real estate development projects aimed at assisting local governments with recruiting tens of millions of dollars in private investment for projects that accomplish local community and economic development goals. This includes measuring job growth, demographic analysis, assessing housing needs, analyzing neighborhood or downtown tax parcel data, modeling public-private partnerships, and other types of analysis. Analysts will work with project leads to develop narratives about local market conditions and challenges while also participating in project strategy sessions.

The ideal candidate will thrive in a quantitative research environment, demonstrates intellectual curiosity, enjoys data visualization challenges, and is excited by real estate development practices, public-private partnerships, and community development strategies. Responsibilities will include the following: creating analytic data files using techniques to extract and aggregate community and market information; performing sophisticated geospatial analysis using GIS and parcel data; conducting market analyses and financial feasibility modeling; and designing and preparing reports and presentations. The position will also include oversight, training, and support of graduate student fellows in extracting, manipulating, managing, and analyzing data. The Real Estate Development Analyst will work with a team of analysts to standardize and improve analytical processes. The successful candidate will be highly organized, creative, extremely detail oriented, and self-driven. The candidate will also be an effective interpersonal communicator with demonstrated ability to respond to changing workloads and priorities.

Our Partner Organization: PiAP and the Marian Cheek Jackson Center have been collaborating over the last several years to develop aging-related initiatives in the Northside community and support student engagement with long-term residents.

About the Marian Cheek Jackson Center: The Jackson Center is a hub of creative action dedicated to preserving the future of historically Black neighborhoods in Chapel Hill and Carrboro, NC. Located in the heart of the Northside community, Center staff work in collaboration with Northside neighbors and friends to respect and to serve histories that, even as they are told, make new history out of Emancipation, Reconstruction, Jim Crow, civil rights struggle, and desegregation. Today Northside, Pine Knolls and Tin Top are among the most racially, ethnically, and economically diverse neighborhoods in the region.

About the Position: The partners seek an undergraduate or graduate intern who will support community engagement among students, older adults, and Northside community members by assisting with the administration and management of multiple programs including the Northside Residential Fellowship, the LINKing Generations in Northside program, and other developing aging initiatives (https://partnershipsinaging.unc.edu/current-initiatives/#LINK). Each of these initiatives centers the lived experience of older adults while mobilizing student engagement and everyday living to strengthen community ties and increase awareness of the history and present of Northside.

Responsibilities include but are not limited to:
• Communicate with students and team regularly regarding meetings, events, and program activities
• Send reminders and news regarding the community to team members and students
• Communicate with guest speakers and community mentors related to meetings
• Facilitate communication between fellows and Self-Help credit union related to any housing or lease related concerns
• Support meeting administration with agendas, minutes, and communication to members

Position Qualifications:
• An interest in community program development, oral histories, aging, housing justice, or community organizing, particularly in historically Black neighborhoods and communities
• Current UNC undergraduate (junior or senior) or graduate student
• Strong communication and organizational skills with attention to detail and follow-up
• Lived or professional experience building community in historically Black neighborhoods is not necessary, but highly valued

Position Details:
The intern will be mentored by a core team member from the Partnerships in Aging Program, Dr. Ryan Lavalley, who manages the associated programs. Although much of the work may be accomplished remotely, in-person meetings and events will be held at Marian Cheek Jackson Center and throughout the Northside Community.
Time commitment: Average of 3 hours/week.
Compensation is $15-20/hour depending on student experience.

About the Internship: HOPE North Carolina is a non-profit organization whose mission is to create inclusive communities where people of all ages and abilities engage with each other. HOPE recently received a multiyear grant from UNC Cares to utilize the collective impact model to bring cross-sector stakeholders together to increase the options for inclusive housing for people who experience disability. HOPE is hiring a graduate level intern to support its role as the backbone organization of this collective group of stakeholders.

This internship offers a student the opportunity to support work with a growing non-profit as we implement a grant involving cross-sector partners in the creation of an inclusive housing development. The intern would be involved in multiple areas of non-profit work including communications, fundraising, event planning and resource development. In addition, there will be opportunities to attend community meetings for ongoing learning about the health, legal, financial, housing, and social/emotional aspects of navigating later life, or navigating life with intellectual/developmental disabilities, or both. The student would also be working with a team of volunteers to plan and implement monthly social gatherings for people with and without intellectual and developmental disabilities on the 3rd Saturday of every month.

Mentor: The intern will be working directly with HOPE’s Executive Director, Laura Wells, and with the chairs of HOPE’s working committees. Weekly or bi-weekly virtual (for now) meetings with Laura are expected.

Tasks, skills, and personal qualities:
● Attend virtual and in-person meetings, scribe and disseminate meeting notes for collective impact meetings.
● Coordinate meeting schedules and logistics of planning and hosting HOPE’s monthly community events.
● Continue to review popular and academic literature to support ongoing learning about the challenges faced by older people and people with lived experience of disability, especially as it relates to housing and community engagement.
● Assist with communications on social media and webpage.
● Assist with development of a robust volunteer program.
● Identify local businesses and professionals who work with people with intellectual and developmental disabilities and/or older adults.
● We’re looking for a student with a track record of community outreach and social justice work, careful listening, a clear writing style and collaborative approach.

Your Impact:
As a Senior Project Manager for Tenant Engagement and Special Projects, you will help develop, manage, and lead the implementation of innovative programs to educate tenants about their rights and available resources and to protect them from landlord harassment and displacement. The team implements these strategies in close collaboration with a wide range of community stakeholders. The Partners in Preservation program, a data-driven initiative first launched by HPD in 2019, is one of these programs you will help lead. Responding to increased speculation, harassment, and displacement in rent-regulated housing, the agency developed Partners in Preservation to foster collaboration between tenant organizing groups, government agencies, and legal services providers. The program will be significantly expanded in the coming years.

Your Role:
The Division of Neighborhood Development and Stabilization is seeking an enthusiastic candidate with excellent project management and data analysis skills, knowledge of housing issues (with an emphasis on issues affecting low-income tenants), the ability to effectively collaborate with community and government partners, and a commitment to racial equity and social justice. Your role will be to support the Director and Deputy Director in leading and managing the Partners in Preservation program and support the development and management of the Division of Neighborhood Development and Stabilization’s data models and databases. Additionally, you will collaborate with other team members to develop and implement new, innovative strategies to protect tenants from displacement, coordinate with internal and external partners, and conduct policy analysis on a wide range of tenant issues. The selected candidate will join a growing team with wide-ranging professional backgrounds and report to the Deputy Director.

Your Responsibilities:
Program Management
• Help lead the Partners in Preservation program and serve as team leader for one or more target areas. Responsibilities include, but are not limited to, the following: (1) assisting with the ongoing procurement process to select CBOs to implement the program, (2) building and maintaining relationships with selected CBOs and their tenant organizing teams, (3) facilitating regular strategy meetings with tenant organizers, and (4) coordinating both internally and externally to implement interventions in target buildings
• Help develop, manage and lead the day-to-day implementation of new, data-driven strategies and programs to educate tenants about their rights and available resources and to protect them from landlord harassment and displacement, such as Tenant Clinics. Create and manage work plans and program budgets, ensure all milestones and deliverables are met, for these projects and programs
• Build relationships with and obtain input from a wide range of stakeholders, including CBOs, legal services providers, residents, City and State agencies, Community Boards, and elected officials
Data Management and Analysis
• Assist in the development and ongoing maintenance of the Division’s data models, analyses, and databases to support data-driven preservation and tenant protection programs
• Respond to data requests and translate complex analytical concepts and findings for a variety of audiences to support policy recommendations and program goals

Policy Analysis
• Analyze proposed municipal, state, and federal legislation that relates to the team’s work, conduct research on these issues, provide comments to agency leadership, and advocate for potential solutions, which may involve seeding new projects

Communications
• Create clearly articulated and compelling materials, such as presentations, memoranda, maps, data visualizations, and deliver presentations for internal and external audiences

Management
• Manage interns and help guide the work of junior team members
