The Planner I position is an entry level planning position involving the provisions of technical assistance to the planning division for current planning activities. This positions handles day-to-day functions of building permit review, entry level case management, preparation of graphic illustrations, maps and photographic materials, conducting research as needed, and Planner-of-the-Day duties to support the implementation and maintenance of the Comprehensive Plan and Land Development code. Provides staff support to the Director of Community Development, Planning Manager, Board of Adjustment, Planning Commission, and City Council.

The UNC Charlotte Urban Institute (Institute) is hiring an Associate Director of Research who will also serve as the Director of Community Research Services (Director). The Director will serve as the day-to-day manager of the Institute research team and will manage ongoing tasks that enable the Institute to provide research with/for the Charlotte, North Carolina region, including evaluation services, neighborhood and regional indicator work, and other engaged and applied research efforts. The Director will also lead and advise research projects related to their own substantive, methodological, and analytic expertise.

Celebrating our 50th anniversary, the Institute is the primary applied research and public service arm of UNC Charlotte. We work to meet our community’s research and technical support needs and we seek solutions to the social, economic, and environmental challenges faced by the communities that surround us. We serve the Charlotte region, which includes the largest city in the Carolinas and the 14 surrounding counties. Performs intermediate skilled technical work receiving, processing and issuing land use, building and other construction permits, serving as floodplain administrator, enforcing ordinances, conducting special studies, researching complex planning problems, preparing and maintaining associated records and files, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning and Community Development Director.

The Planner, under general supervision, performs professional planning, administrative, and research work in the County Planning Department pertaining to comprehensive and small area planning, zoning administration, subdivision development, transportation planning, stormwater regulations, and the rezoning process. Work is performed under the general supervision of the Planning Director and in consultation with the Senior Planning staff.

The Deputy Director serves as an integral part of the management team of the Planning and Inspections Department. Reporting directly to the Planning and Inspections Director, this position assists in implementing the full work program of the department while directly managing and leading the work of the Building Inspections, Code Enforcement, and Central Permitting Divisions.

Employees in this class perform professional planning work in current and long-range planning projects for the County. Employees in this class perform responsible journey level planning work to provide coordinated guidance and regulation of the growth and development of the County and in contracted municipalities.

Conduct in-depth original research on planning and land use issues, primary responsibility will be working with other staff members in the creation of detailed future land use plans for the County and contracted municipalities
Brief administrative staff and elected officials regarding research through periodic written and oral presentations; organize forums for public input on future land use and long range issues
Use a variety of computer programs to generate reports and data and to prepare presentations, charts, maps, graphs and other illustrative materials for presentations to elected officials, appointed boards, citizens and contracted municipalities
Participate in workshops, meetings and public hearings to explain planning proposals
Answer citizen questions concerning plans
Makes presentations of staff recommendations and possible scenarios
Lead or serve on study committees related to planning and land use matters
Assume leadership role in the development of special studies such as small area plans
Writes goals and objectives for growth strategies and facilitates implementation of growth policies and related land development regulations.

Work involves the detailed analysis of applications for zoning map and text amendments, special use permits, variances and appeals/interpretations.
Work also involves the preparation of detailed staff reports, board memos and other professional documents summarizing case files.
Make presentation of staff recommendations and possible scenarios for development.
Aid the public including property owners, developers, surveyors and engineers, business owners, real estate brokers and other in-house sections in understanding the local development approval process(es) and ordinances applicable to their projects.
Serve as the point of contact for a municipality and make presentations on current planning matters to their governing board.

This is a newly created position within the City Reidsville with room for growth and professional development. The position performs a variety of skilled and professional work pertaining to planning, zoning and code enforcement. Handles specified zoning and planning activities such as site plan or subdivision reviews. Assists with permits, research, and report writing. Serves as relief/back-up to the Permitting Assistant. Work requires knowledge of principles and practices of professional planning methods and techniques, and strong public contact skills. Work involves complex and sensitive issues requiring a high level of judgement and tact, as well as the ability to clearly communicate and work with citizens, board members and elected officials. Work involves providing guidance for the orderly long-range growth and current development of the City. Work may involve representing the City in intergovernmental activities such as working with infrastructure, environmental and land use issues with other government representatives. Work is supervised by the Community Development Manager and is reviewed through conferences, observation, review of completed product, and feedback from citizens.

The Town of Garner is seeking a Planning Technician to join our growing team to provide critical assistance and support to the Planning and Zoning section of the Planning Department. This position will work closely with the general public, property owners, builders, real estate agents, developers, and others who inquire about the Town’s land use, zoning, and transportation related activities and permit requirements. Work will involve interpreting the Unified Development Ordinance (UDO), determining zoning and issuing a variety of permits.

The Town of Harrisburg, NC is currently seeking a Senior Planner. This position performs intermediate to complex planning work for current and long-range planning efforts. Work includes reviewing comprehensive plan amendments, re-zonings, subdivision, and development plans for compliance with town regulations; conducting site inspections for zoning, landscape and architectural requirements; preparing staff reports and making presentations to various boards; and assisting with special projects. The Senior Planner will also participate in the development review process by meeting with developers and architects; reviewing various aspects of land and site development projects; coordinating the review process with other internal departments for review and recommendations; assisting with preparation of agenda and information packets for the Planning Board and Board of Adjustment for rezonings, annexations, subdivisions, text amendments, and other requests required for Board and Council review and approval; maintain GIS data layers for multiple department projects; create data and display in map form for Town departments; and work with various data types, processing information for elected and appointed boards to assist with decision making. The Senior Planner serves as the staff liaison to the Town Council, Planning Board and Board of Adjustment. Work requires considerable knowledge of GIS systems including application of software, hardware, and peripherals to planning needs; ability to read and understand the Town’s development and zoning ordinances; skill in public speaking and meeting facilitation; and skill in communicating ordinance requirements to the public, developers, builders, real estate brokers, property owners, etc. The work is supervised by the Planning and Economic Development Director and is evaluated through conferences, accuracy, and effectiveness of work results, and feedback from officials and the public. Salary range of $54,793-$80,885, dependent upon qualifications. Graduation from a college or university with a degree in urban planning, architecture or a related field; preferably a master’s degree in planning or closely related field. Also requires a minimum of three to five years-experience in local government planning; or an equivalent combination of education and experience required. Certified Zoning Official and American Institute of Certified Planners certification preferred. Must have a valid NC Driver’s License.
