About our opportunity:
The City of Asheville Planning and Urban Design Department is currently looking to fill an Urban Designer I position that will focus on coordinating community-led design projects and incorporating art and place-based interventions in public spaces. The Designer will work directly with the community and across city departments to improve Asheville’s public realm. They will be a part of a team providing internal and external design assistance that better aligns the built environment with the community’s visions.

The ideal candidate will have an interdisciplinary background that includes experience or education in areas like public engagement, landscape architecture/architecture, planning, equity and inclusion, arts and culture, graphic arts, and/or placemaking.

The UD1 will work under the supervision of the Urban Design and Place Strategies Manager in the Planning and Urban Design Department, and in collaboration with a variety of staff across departments and partner organizations.

Full Salary Range: $51,188.80 – $ 76,793.60
Compensation offer will be commensurate with experience

Essential Duties & Responsibilities

  • Outreach/Engagement/Customer Service:
  • Provides general customer service for the Urban Design and Place Strategies division.
  • Provides specific information and acts as the point person for the general public with requests pertaining to public art, placemaking/keeping, cultural expression, tactical urbanism and urban design.
  • Coordinate artist selection panels for public art opportunities and artist commissions.
  • Assist the community and staff with the design of spaces for public artworks in the context of broader local histories and public space use/design needs.

Design:

  • Develop plans for public spaces that balance constraints and opportunities found in aesthetics, functionality, cultural expression, inclusivity and physical form.
  • Prepares site layouts that demonstrate potential design alternatives for projects in public spaces.
  • Support the development of revised standards to the City’s design guidelines for the riverfront and downtown districts..
  • Support the development of new and revised design/construction details and standards.
  • Generate miscellaneous graphics and maps to support the department, which may include: 3D models, photorealistic graphics, GIS maps, infographics, etc.

Administrative:

  • Assists with city vendor payments, city procurement, and tracking expenses for Public Art Program.
  • Supports the Public Art and Cultural Commission (PACC) by preparing meeting materials, presenting monthly program reports, updating PACC website and records.
  • Coordinates regularly with the City’s Capital Projects, Transportation and Public Works Departments.
  • Updates City website with general project and program information. Deletes old information and checks functionality weekly.
  • Performs other administrative functions such as preparing staff reports, performing research and compiling data.

Supplemental Functions:

  • Performs other similar duties as required, e.g. supports outreach and engagement in general planning efforts.
  • Coordinates the design of promotional and information materials.
  • Coordinates public events.
  • Assists Design Review staff with Level I site plan review for compliance with UDO standards and other COA technical documents and adopted plans in regards to the public realm.
  • Researches, identifies, and seeks new and alternative funding sources for arts, preservation, and conservation programs; assists with preparing grant applications or proposals; develops program concepts in adherence to fund source specifications.

Education & Experience:

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, e.g. a Bachelor’s degree in Planning, Urban Design, Architecture, Public Art, Landscape Architecture or a related field, with one (1) to three (3) years of work experience pertinent to the job; must have a strong design background.

Licensing and Certifications:

  • This is an entry level Urban Designer position. AICP, AICP CUD, LEED, CNU-Accredited, AIA, PLA/RLA or similar are not required but desirable.
  • Applicants with equivalent experience and/or education may be considered.

Knowledge, Skills, Abilities and Working Conditions

Knowledge:

  • Working knowledge of mathematical calculations and modes of spatial analyses required to analyze and resolve complex design problems.
  • Training or significant working experience in racial equity, and using a racial equity lens to analyze complex issues.
  • Has an understanding of the history of architecture, art, and or urban design; and the practical applications and major issues involved in those fields.
  • Has a firm understanding of community-based collaborative engagement and design processes.

Skills:

  • Ability to process and use complicated workplace data and graphics; summarize, compare and identify trends among detailed forms, tables, graphs, diagrams, maps, etc. Read and understand basic workplace data, such as simple forms, tables, graphs, schedules, etc.
  • Proficiency in GIS and the ability to utilize and understand computer applications and techniques, as necessary, in the completion of daily assignments (e.g. Google Suite).
  • Proficiency in Adobe Creative Suite, Sketch Up, CAD, Lumien, or other modeling or illustration software required.
  • Experience working with diverse communities desired.
  • Ability to compile data into a formal report or recommendation shared with others and often verbally presented.
  • Ability to think creatively in all areas for the purpose of increasing efficiency and effectiveness.
  • Ability to communicate effectively in spoken and written form.

  • Demonstrated knowledge of physical design planning practices including design communication and engagement, evaluation and analysis, planning at multiple scales, zoning and regulatory environments, and the use of technical design standards.
  • Understanding of key topics in planning and urban design e.g. multimodal transportation, housing, equity and inclusion, stormwater, and community and economic development.
  • Understanding of grading and topography issues.

Primary Responsibilities

Training and Education Requirements

Summary

The Mayor’s Office of Resiliency (MOR) strives to adapt New York City to the unprecedented challenges of climate change, creating a more resilient, equitable and vibrant city for the New Yorkers of today and generations to come. Through science-based analysis, policy and program development, and capacity building, MOR leads the City’s efforts to transform the city’s communities, buildings, infrastructure, and waterfront to build resilience in the face of multiple climate threats, including sea level rise, storm surge, extreme heat, and intense precipitation, in the near- and long-term.

MOR seeks a Senior Policy Advisor to develop and manage policies and programs that increase the resilience of New York City’s existing buildings, new construction, and communities. This role is fundamental to MOR’s mission to design and implement innovative solutions that prepare the city for climate change. As such, the role requires a commitment to addressing climate threats to public and private buildings; safeguarding health and wellness of all building occupants; cultivating champions in reforming policies that regulate building construction and operations to advance a climate resilience agenda; and advancing climate-resilient building technologies, construction methods, adaptation measures, and financing strategies relevant for the New York City context.

Responsibilities

The Senior Policy Advisor, Buildings Focus reports to the Deputy Director of Land Use & Buildings. Day-to-day
responsibilities include, but are not limited to:

  • Serving as the in-house authority on all buildings-related climate resilience issues, including leading working groups and designing initiatives that illuminate and prioritize issues informed by robust analysis;
  • Researching and analyzing best practices in risk assessment, resource allocation, building technologies, policy alternatives, cost implications and financing solutions to prioritize opportunities to bolster the City’s resilient buildings agenda;
  • Partnering with City and State agency colleagues in policy development and implementation, including, but not limited to, the Department of Buildings (DOB), the Department of Citywide Administrative Services (DCAS), the New York City Housing Authority (NYCHA), the Department of City Planning (DCP), the Economic Development Cooperation (EDC), the Department of Design and Construction (DDC), the Department of Housing Preservation and Development (HPD), the Department of Health and Mental Hygiene (DOHMH), the New York State Energy Research and Development Authority (NYSERDA), and the New York State Department of State (DOS);
  • Collaborating with MOR colleagues to advance New York City’s Climate Resiliency Design Guidelines, including oversight of pilot projects conducted by city agencies and supporting the development of a resiliency scoring system for city building projects;
  • Coordinating with the Mayor’s Office of Sustainability (MOS) Buildings Team to integrate parallel greenhouse gas reduction initiatives;

As a Landscape Architect/Designer, the projects you envision will get built! You will contribute to projects, lead analysis, develop concept designs and construction documents, work directly with our clients, represent Toole Design in project and stakeholder meetings, and reinforce our reputation as trusted experts. You’ll work with other engineers, landscape architects, and urban designers on our team to create inclusive and sustainable public infrastructure such as complex roadways and streetscapes in urban settings, signature trail projects that highlight and enhance the natural environment, and pedestrian plazas and shared streets that celebrate community and serve multiple functions. You’ll also be a part of interdisciplinary teams to deliver a variety of exciting project types focused on making places and travel experiences better for everyone, including local, regional, and state-wide active transportation plans, Vision Zero plans, Complete Street and streetscape guidelines and best practices, and downtown master plans. In an industry that is constantly changing, you’ll be at the forefront of designing and implementing real solutions.

The Southeast Team consists of 21 fun, energetic, and creative interdisciplinary staff members spread out across four offices – Atlanta, Orlando, Raleigh, and Spartanburg – functioning as one team. Requirements

You’ll need:

  • A bachelor’s or master’s degree in landscape architecture or a related field.
  • Up to 4 years of experience (recent graduate up to four years).
  • A can-do teachable attitude.
  • An interest in streetscapes, urban plazas, greenways and trails, and multimodal transportation facilities issues and design.
  • A desire to make a difference within the public realm of communities across the Southeast and North America.
  • Excellent task and time management skills.
  • Excellent communication and strong writing skills.
  • Experience with or ability to quickly learn Computer Automated Design (AutoCAD or MicroStation).
  • Experience with the Microsoft Office suite of applications.
  • Hand graphic skills to quickly and effectively communicate designs with clients and colleagues.

It would be a plus if you have:

  • A working knowledge or familiarity with design software (Civil 3D, GEOPAK, or InRoads).
  • Licensure, but not required for this position.
  • Hands-on design and/or landscape architecture experience.
  • A broad knowledge base in street design and urban multimodal planning.
  • Knowledge of Land F/X software.
  • Experience conducting public outreach and engagement.
  • Experience working with multidisciplinary teams and multi-phased projects.
  • Experience with bicycle and pedestrian projects.
  • Prior experience at a consulting firm, public entity, non-profit or higher learning institution.
  • Experience in residential or commercial construction.
  • Strong proficiency with hand and digital graphic techniques to communicate design ideas and produce illustrative graphics.
  • Experience in graphic production in both 2D and 3D using Sketchup and the Adobe Creative suite (Illustrator, InDesign, Photoshop) including data visualization, mapping, and document layout.
