DESCRIPTION:

The Wilmington Urban Area Metropolitan Planning Organization (MPO) and the MPO’s member jurisdictions are seeking qualified candidates for an Associate Transportation Planner. This position is responsible for the following duties:

Completing various transportation tasks to include technical and policy recommendations resulting in short- and long-range transportation plans.

Assisting in the implementation of the WMPO’s Transportation Demand Management (TDM) Program as identified through strategies in the adopted short-range TDM plan that include the support, promotion, and education of multi-modal mode choice in the WMPO region.

Assisting with GIS analysis, transportation project analysis, transportation project prioritization, sub-area studies, and planning activities to meet federal requirements.

Conducting planning studies for roadway, transit, bicycle, pedestrian, ferry, and freight investments.
Researching, collecting, and analyzing data.

Preparing informational materials, summary memorandums,

Presentations, planning documents, and technical reports.

Preparing for and attending staff and policy board meetings and meetings with staff from local, state, and federal agencies.

Working directly with member jurisdictions to develop transportation planning projects, project development, project review, cost estimates and submittal.

Managing consultant studies related to regional transportation planning projects.

Developing and implementing reliable technical tools.

Supporting the WMPO’s Bicycle and Pedestrian Advisory and Transportation Demand Management committees, and other planning and policy steering committees.

Participation in public outreach activities and events including developing marketing and educational outreach materials.

Other transportation planning related duties as assigned.

REQUIRED QUALIFICATIONS:

Education: Bachelor’s Degree or higher in transportation planning, urban & regional planning, transportation engineering, public administration or a closely related field.

Experience: Minimum 1 year of related planning or government experience.

Other Requirements: Valid NC Driver’s License

PREFERRED QUALIFICATIONS:

Knowledge of MPO planning processes

Experience with ArcGIS, TransCAD, and Adobe Creative Suite. Proficient in Microsoft Office Suite,

Strong critical-thinking and problem-solving skills.

Considerable knowledge of the principles and practices of transportation demand management.

Experience with short- and long-range transportation planning efforts to include roadway, transit, bicycle, pedestrian, freight, etc.

General Overview:

The Shared-Use Mobility Center (SUMC) is a non-profit public interest organization promoting multi-modal transportation systems that work for all. Through pilot projects, research, capacity-building, and advocacy, SUMC helps communities realize a vision of an equitable and sustainable mobility future.

SUMC is looking for a Research Analyst to join the Los Angeles Office. SUMC is expanding to serve a growing set of programs that include the Clean Mobility Options Voucher Pilot Program; City of Fresno Clean Shared Mobility Network; and Federal Transit Administration AIM-NNet and the Mobility Innovation Collaborative programs. These capacity-building programs disseminate knowledge and resources throughout a rapidly-growing mobility ecosystem of public agencies, community-based organizations, Native American tribes, and private sector mobility providers.

Position Overview:

The Research Analyst will work closely with the Director and Strategic Lead for California and Western Programs, the Director of Research and Consulting, and SUMC’s California and Chicago-based teams to support the organization’s growing capacity-building, technical assistance, and evaluation programs. The position presents a rare opportunity to work directly with disadvantaged communities and the public and private sectors to shape equity indicators, metrics, and processes, refine needs assessment methodology, conduct survey design, and prepare data visualization and storytelling. The Analyst will also have the opportunity to shape future SUMC program development and growth, and have opportunities to support grant proposal development.

SUMC staff are responsible for a wide range of duties in a thoughtful, creative, fast-paced atmosphere. Depending on the needs at the time, the Research Analyst will primarily be responsible for managing program evaluation efforts including developing processes to facilitate data collection management tasks, analyzing data, delivering technical assistance, and developing and implementing indicators and methodological processes for new projects.

Research Analyst Duties May Include:

1. Become a subject matter expert on shared-mobility data analysis and measurement of equity-based program impacts
2. Coordinate evaluation data collection, cleaning, and analysis
3. Conduct literature reviews to support evaluation indicators and metrics
4. Deliver technical assistance to program participants regarding evaluation practices and data analysis
5. Create engaging written and visual reports based on evaluation findings
6. Contribute to the development and utilization of tools such as surveys, mapping tools, decision-support tools, and reporting templates
7. Conduct research and collect information about mobility projects from around the country for inclusion in SUMC’s Learning Center
8. Contribute to program planning and organizational strategy in collaboration with partners and colleagues
9. Facilitate meetings and other peer exchange opportunities in information-sharing networks
10. Facilitate relationships between SUMC management and potential partners, and maintain account and contact information in SUMC databases
11. Represent SUMC at meetings and conferences

Required Qualifications:

1. Passion for transportation equity and shared mobility
2. Bachelor’s degree in a related field AND at least four years’ experience in related positions OR Master’s degree in a related field AND at least two years experience in related positions

Experience and/or course work in the following areas:

1. Program evaluation
2. A wide range of quantitative and qualitative methods and skills
3. Mixed-methods approaches
4. Compiling, cleaning, coding, and manipulating data from various sources to create databases
5. Excellent writing skills and an ability to synthesize analysis findings with minimal editorial oversight
6. Experience communicating complex processes and findings to groups of different backgrounds
7. Ability to engage individuals representing different cultures and backgrounds with ease, adapting language and style to the context both in-person and virtually
8. Experience with survey design and analysis, and survey platforms
9. Demonstrated familiarity with key evaluation components such as logic models and hypothesis building
10. Demonstrated ability to collaborate effectively with team members, including colleagues in a remote location
11. Self-starter with the ability to work independently to identify needs and carry out next steps with minimal guidance

Preferred Qualifications:

1. Publication in nationally recognized journals or media outlets and/or peer-reviewed conference presentation
2. Familiarity or experience with racial and social justice work and strategies
3. Experience with grant writing and proposal development
4. Spanish-language competency

Compensation and Benefits:

SUMC offers a salary and benefits package competitive with similar organizations in California. The starting salary for this position is between $62,000 – $76,000. AECOM is actively seeking an Entry-Level Planner for immediate employment in the Raleigh, NC office.
This Entry-Level Planner will support AECOM’s North Carolina Transportation Planning Group on a variety of studies including transportation planning, transit, active transportation, resilience, project development (NEPA/SEPA) and environmental permitting.

Who We Seek
An experienced, creative individual to help us develop transportation plans and administer transportation planning programs for rural portions of the Triangle J region. The candidate must have a positive, customer-focused orientation, be able to deliver high-quality products in a timely manner and have an ability to collaborate with both internal organization staff and external local government members. We seek someone who has both the vision to help our region plan for its future and the practical knowledge to help implement those plans.

Description of Work
The Senior Planner is part of a fast-paced, multi-disciplinary organization (Triangle J Council of Governments) that is engaged in long-term, regional-scale issues and shorter-term local government member technical assistance in the areas of natural resources, resiliency, transportation and mobility, housing, aging and human services, member engagement, technical assistance, strategy/innovation, and data. The position will be responsible for the administration of the Triangle Area Rural Planning Organization (TARPO) program, which provides transportation planning services to four rural counties in the Triangle J region. The position provides transportation technical assistance to local government staff and elected officials, works with state and local staff on the development of long-range transportation plans and funding programs, and serves as staff to various stakeholder committees. The position may also be called upon to support other transportation and land use planning activities of the Triangle J Council of Governments as needed.

Knowledge, Skills and Abilities
The Senior Planner should have thorough knowledge of the principles, practices, laws, and regulations of transportation planning, and a demonstrated ability to analyze and systematically compile technical information and prepare technical reports. The candidate should demonstrate an ability to effectively evaluate the feasibility of planning alternatives in relation to trends, costs, social pressures, and needs, and to analyze and interpret planning documents and regulations. The position requires effective communication skills in both oral and written forms, including presentations to elected officials and the general public, and an ability to establish and maintain effective working relationships with elected and appointed public officials, clients, coworkers, and the general public. The position requires knowledge of the use of common programs such as Microsoft Office, Teams, and Adobe; experience using ArcGIS and developing or maintaining websites is highly desirable but not required. Independent judgment and initiative, with limited supervision, and independent project management is required in the performance of duties. Possession of a valid North Carolina driver’s license is required.

Education and Experience
Required: A master’s degree in planning, environmental studies, geography, engineering, or related field is required, with at least two years related experience. Candidates with a bachelor’s degree in one of these fields with extensive experience and demonstrated advanced knowledge in a related field may also be considered.

Starting Salary & Benefits
Hiring Salary: $55,740
(Employee will be eligible for a 5% increase after serving a 6-month probation period.)

NelsonNygaard Consulting Associates is seeking a motivated, inquisitive, and organized associate transportation planner for its Atlanta office to support the firm’s nationally recognized work in planning for more equitable and livable communities. A strong interest in and some understanding of transportation planning or policy is a must. This person will primarily work on transit projects, but broad mobility interests and capabilities are a plus.

Responsibilities:
Our associate transit planners focus on planning for municipalities, agencies, universities, and non-profit clients. Depending on your skills and our project needs, responsibilities include research, data collection and analysis, mapping, visual communications, writing and editing technical and public-facing reports, developing presentations and outreach materials, and supporting limited business development tasks. You will work both independently and as part of a team.

Qualifications and Requirements:

Candidates must have one of the following prerequisites:
– A master’s degree in planning or an equivalent degree with a specialization in transportation planning and 0-4 years of relevant experience, OR
– A bachelor’s degree in a related field and 2-5 years of experience in transportation planning; other relevant degrees and concentrations include, but are not limited to, civil/traffic engineering, transportation operations, urban/city/regional planning, public health, urban design, geography, and landscape architecture

Some prior experience in transit planning and/or scheduling is desired. In addition, the ideal candidate must demonstrate skills in at least three of the following areas:
– Excellent skills in writing and storytelling, oral presentation, data analysis, and/or problem solving
– Experience incorporating equity, diversity, and inclusion into academic and/or professional work
– Proficiency in Microsoft Excel, Word, and PowerPoint
– Experience with mapping platforms (GIS), graphics (Illustrator, InDesign, SketchUp), and/or database analysis (Tableau, Power BI, R, Python)
– Experience in fixed route transit scheduling using Trapeze, Hastus or a similar scheduling platform
– Ability to manage multiple deadlines and communicate effectively with project managers, colleagues, and project partners
– Proficiency in Spanish or other foreign languages

Strong candidates will have a passion for advancing equity through community-based efforts, including engagement with BIPOC communities, and will demonstrate an ability to work effectively with diverse communities.

The University of North Carolina Highway Safety Research Center (HSRC), located in Chapel Hill, is seeking a Research Associate who will be a key team member in community-based injury prevention research and outreach, with an emphasis on road safety. Bridging both the realms of research and practice, this position requires an energetic, strategic thinker, with a diverse skill set. The person selected for this position will assist on projects examining the social and behavioral factors that contribute to road safety. This position has a heavy focus on program implementation and community engagement. Potential projects span a variety of road safety topics including seat belts, car seats, older adult drivers, teen drivers, pedestrians, and bicyclists.
