Essential Functions

  • Serves as staff liaison to the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization.
  • Serves as staff support to the Town’s Transportation Advisory Board.
  • Prepares and presents agenda materials for Town Council meetings.
  • Administers the Residential Traffic Management Plan.
  • Manages the bicycle transportation planning process.
  • Co-manages the design process for bicycle and pedestrian transportation infrastructure projects
  • Prepares applications for bike/ped programs such as American League of Bicycles-Bicycle Friendly Communities, grant funding and related programs.
  • Co-manages the Greenways Commission and the greenways planning process.
  • Serves as liaison to the Public Transit Committees affiliated with local and regional transit providers.
  • Responds to traffic and parking concerns.
  • Reviews site plans for new development projects.
  • Works with the North Carolina Department of Transportation staff on a variety of transportation issues.

Knowledge, Skills and Abilities
Thorough knowledge of ordinances governing land use and related codes; thorough knowledge of theory and techniques of transportation planning and including transportation funding; general knowledge of planning theory and principles; some knowledge of and experience in the principles and practices of urban planning, design and of the relationship between land use, zoning, and transportation; general knowledge of quantitative and qualitative methods of analysis; ability to communicate ideas effectively in both oral and written formats; ability to prepare and present technical reports; ability to establish and maintain effective working relationships with government officials, associates and the general public, staff advisory boards and special committees.

 

Physical Requirements

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization (MPO) is seeking a transportation planner to manage the MPO’s five-year capital-investment program, the Transportation Improvement Program (TIP). The TIP prioritizes funding for all modes of surface transportation—intersection improvements, Complete Streets redesigns, bicycle and pedestrian connections, first- and last-mile connections, highway reconstruction, transit maintenance, and transit expansion.

The TIP manager is responsible for leading communication with cities and towns throughout the Boston region to help them understand the process required to obtain federal capital funding for their projects. This individual will play a key role in working with Massachusetts Department of Transportation (MassDOT) project development engineers and the Massachusetts Bay Transportation Authority (MBTA) capital project planners to understand the status of projects in the TIP and communicate this information to the MPO board. The annual process of developing the region’s capital investment program includes compiling a list of projects eligible for funding, scoring and prioritizing the projects, and recommending to the MPO which projects to fund. In addition, critical components of the role include helping the public understand how the MPO’s capital funds are spent in the region and supporting municipalities and other stakeholders as they initiate and advance their projects through the TIP process.
