JOB SUMMARY

This position performs professional and technical work in current and long-range programs related to the development and implementation of transportation plans and policies, capital improvements, infrastructure development and other City projects and programs; and implementation of the community’s pedestrian and bicycle master plan (Walk Bike Columbia) and the active transportation system for the City; and performs related work as assigned. This position supports educational and encouragement activities related to public outreach with regard to active transportation. This is a highly visible position that requires significant contact with the public, neighborhood groups, and public sector staff across numerous levels of jurisdiction. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision. The position requires knowledge of the principals and practices of transportation and active transportation.

ESSENTIAL JOB FUNCTIONS:

Coordinates the implementation of the City’s Bicycle and Pedestrian Master Plan;
Coordinates and advises City staff and regional and state agencies with regard to planning for, design of, and implementation and delivery of urban active transportation projects and programs;
Develops and/or assists in the development and implementation of land use, growth management, infrastructure and other plans to meet the City’s needs related to transportation; evaluates land use proposals, development designs (site plans), subdivision plans, etc., for compliance with recommendations of the City’s Bicycle and Pedestrian Master Plan and codes and regulations related thereto;
Promotes the benefits, safety, and accessibility of active transportation use for residents of the city;
Develops, coordinates, implements and maintains a series of policies and design standards for road diets, traffic calming, integration of mass transit with active transportation, parking, and similar and maintains a working knowledge of new and innovate concepts;
Develops yearly recommendations for annual budget based upon implementation priorities of the Comprehensive Plan and identifies funding opportunities and prepares applications for grant projects, programs, or awards;
Analyzes reports, studies, and related information and makes recommendations for improving the accessibility and safety of all users within the right-of-way;
Attends meetings of and supports the Bike Pedestrian Advisory Committee; researches, gathers, interprets and prepares data for studies, reports and recommendations; prepares a variety of studies, briefs and reports for decision-making and presentation purposes and maintains records pertinent to active transportation programs and projects;
Coordinates the collection of pedestrian and bicycle counts throughout the city and maintains a database documenting such counts; provides recommendations for system improvements based upon usage and data collection;
Acts as lead project manager for multiple diverse transportation planning projects;
Prepares and submits the Bike Friendly and Walk Friendly tri-annual applications;
Participates in department marketing and public relations efforts;
Performs routine administrative / clerical work as required, including entering and retrieving computer data, copying and filing documents, assembling materials, typing reports and correspondence, etc.;
Attends training, seminars, conferences, meetings, etc., to enhance job knowledge and skills; and
Performs other related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

Bachelor’s degree in transportation planning, transportation engineering, urban planning, or civil engineering with an emphasis on active transportation or a closely related field;
Three (3) years of relevant prior experience to include active transportation;
Valid South Carolina Class “D” Driver’s License.
PHYSICAL DEMANDS:

The work is considered light in nature and involves walking or standing some of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Job Description

We are seeking a Transportation Planner for ICF’s Transportation Practice. Transportation Planners are responsible for leading or supporting teams in project tasks related to transportation planning, policy, asset management, and related topics. The position involves the development and delivery of accurate, timely, and high quality products and services to clients at the federal, state, and local levels.

The position requires experience in one or more of the following areas:

Transportation planning, addressing issues related to statewide, metropolitan, and/or corridor planning, and performance-based planning and programming.
Transportation and environmental policy, including experience with policy related to transportation project development, the National Environmental Policy Act (NEPA), and environmental issues such as air quality and greenhouse gas emissions.
Community and environmental impact assessment issues, such as livability, equity, environmental justice, and public health.
Transportation asset management and/or economic analysis, including risk assessment and benefit-cost analysis.
Transportation data analysis and visualization (e.g., development of charts, infographics, and narrative to convey trends).
Policy analysis related to freight and/or passenger travel.

Basic Qualifications

Master’s degree in urban planning, public policy, economics, environmental science, political science, transportation/civil engineering, or related subjects, or equivalent professional experience
1 year or more of experience in transportation planning, policy, environmental issues, economics, or asset management

Preferred Experience

Experience conducting transportation analysis, particularly for the U.S. Department of Transportation, the Transportation Research Board, and/or state and local transportation agencies, especially in the Mid-Atlantic.

Required Professional Skills

Strong oral and written communications skills, including experience researching and writing high quality documents.
Identifies and meets the needs of clients within established guidelines.
Understands task expectations and how tasks fit in the overall project.
Works collaboratively with project team and client to achieve established goals.
