Department: Community Development – Planning Division
Salary: $41,822.37

Hiring Bonus: $4,000 for candidates hired on or after July 1, 2022. Distribution schedule: 1/3 upon completion of the hiring process. 1/3 upon successful completion of 6-month review (meets or exceeds expectations). 1/3 upon successful completion of 1-year review (meets or exceeds expectations). $1,000 referral bonus provided to referring employee if applicable.

As part of the Community Development Department, the Zoning Enforcement Officer performs work providing professional enforcement of the City’s Zoning, Nuisance and Minimum Housing Ordinances. Work includes inspecting sites, interpreting and explaining ordinances to the public, and working with owners to comply with local rules and regulations. Work involves processing enforcement paperwork and may require appearance in court cases, responds to and investigates zoning ordinance violations, conducts on-site inspections, enforces ordinances and issues citations. Performs other work as assigned.

The employee should have thorough knowledge of technical ordinances, codes and regulations pertaining to land use, zoning, subdivision, site design and minimum code areas; thorough knowledge of the principles and practices of zoning and other code enforcement functions; thorough knowledge of legal procedures related to enforcement of laws and ordinances and regulations; considerable knowledge of governmental laws, programs and services related to the code enforcement processes and procedures ;ability to communicate effectively in oral and written forms ; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with contractors, associates and the general public; ability to interpret local ordinances, rules and regulations; ability to document and complete required records and reports ;skill in conflict resolution; computer applications; research related to code enforcement duties.

This is light work requiring the exertion of up to 20 pounds of force occasionally; and up to 10 pounds of force frequently and a negligible amount of force frequently or constantly to move objects. Work is performed primarily in an environmentally controlled office subject to typical office noise but is also required to work outdoors occasionally in periods of cold, heat and other environmental conditions.

Education: The position requires graduation from an accredited college or university with an Associate’s Degree with experience in Zoning Law, Zoning Administration, Planning or related field.

Experience: One or more years’ experience in code enforcement or related field. Customer service experience preferred. Valid driver’s license and Certified Zoning Official or ability to obtain within twelve months of hire.

Hiring salary: $41,822.37. Hiring salary will be determined based on qualifications and internal equity.

Compensation and Benefits:

Overview of Executive Director responsibilities:
● Work with the Alliance Board to advance the mission and goals of the organization.
● Support existing cultural and heritage assets and identify potential new resources that will enrich the lives of residents and visitors of Hillsborough.
● Oversee day-to-day operations of the Hillsborough/Orange County Visitor Center, which include financial management, staff/volunteer recruitment and supervision, resource development, fundraising, and public information.
● Develop and supervise the implementation of an annual marketing plan in conjunction with the Alliance and Tourism boards to promote Hillsborough as a destination for local, state, regional, and national audiences.
● Measure and interpret market research to increase interaction with visitors.

● Seek grant opportunities to supplement the operation of the Visitor Center and the mission of the Alliance, as well as programs and projects in collaboration with partner organizations.

Qualifications
The Executive Director should have at least two years administrative experience in a non-profit history, cultural arts, or tourism organization with a BA or advanced degree in historic preservation, history, tourism or related field preferred. The ideal candidate must have excellent written and verbal abilities; competence with all aspects of a not-for-profit organization, including financial management, fundraising, marketing, public relations, and social media skills; attention to detail; keen organizational skills; willingness to take initiative; outgoing and personable manner; and ability to communicate with diverse stakeholders and members of the public. Knowledge of computer systems, data and software including MS Word, Excel, PowerPoint, Publisher, Adobe (Photoshop and Spark), Canva, and QuickBooks. Salary and benefits are commensurate with experience.

Starting Salary Range: $40,000-47,000 plus benefits commensurate with experience.

Reviews and evaluates land use and building permit application materials, subdivision plats and construction plans;

Researches, analyzes and interprets land use data project materials, permits and plans; determines effects of constraints and regulations on development opportunities;

Discusses, explains and interprets zoning regulations and permitted land uses with the public and land developers;

Evaluates permits, plats and plans for accuracy, completeness and compliance with Land Use Ordinance;

Issues land use related permits when application is complete; coordinates permit review and scheduling processes;

Discusses results of evaluations of complex zoning permit applications, special use applications
with Development Review Administrator;

Serves as liaison with department directors, county and State agencies and private consultants during review process;

Compiles and assesses comments and communicates item to applicant;

Responds to inquiries concerning permissible uses, procedures and schedules; interprets applicable ordinances, rules and regulations;

Inspects development projects for compliance with Land Use Ordinance and permit requirements;
Informs party of violation; issues “stop work” orders when necessary;

Provides staff support to the Board of Adjustment and Appearance Commission and other Boards as needed; ensures applications are complete and accurate; prepares staff reports;

Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of ordinances governing zoning and related codes; general knowledge of legal procedures as related to the enforcement of laws and ordinances; thorough knowledge of planning theory and principles; ability to establish and maintain effective working relationships with property owners, building contractors, government officials and the general public; ability to interpret and enforce ordinances and regulations with firmness, tact and impartiality; bilingual skills (Spanish/English) preferred.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning, architecture, engineering or related field and considerable experience in zoning enforcement and urban planning.
