GENERAL DEFINITION AND CONDITIONS OF WORK:
The Planner/Zoning Development Specialist performs intermediate professional and administrative work interpreting and enforcing the zoning ordinance and town codes and participates in planning activities; does related work as required. Work is performed under the general supervision of the Development Review Administrator.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, and atmospheric conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Administering and interpreting the zoning ordinance and town code; reviewing and evaluating land use and building permit applications; advising the public on zoning and development issues; maintaining appropriate records and files; preparing reports.

Reviews and evaluates land use and building permit application materials, subdivision plats and construction plans;

Researches, analyzes and interprets land use data project materials, permits and plans; determines effects of constraints and regulations on development opportunities;

Discusses, explains and interprets zoning regulations and permitted land uses with the public and land developers;

Evaluates permits, plats and plans for accuracy, completeness and compliance with Land Use Ordinance;

Issues land use related permits when application is complete; coordinates permit review and scheduling processes;

Discusses results of evaluations of complex zoning permit applications, special use applications
with Development Review Administrator;

Serves as liaison with department directors, county and State agencies and private consultants during review process;

Compiles and assesses comments and communicates item to applicant;

Responds to inquiries concerning permissible uses, procedures and schedules; interprets applicable ordinances, rules and regulations;

Inspects development projects for compliance with Land Use Ordinance and permit requirements;
Informs party of violation; issues “stop work” orders when necessary;

Provides staff support to the Board of Adjustment and Appearance Commission and other Boards as needed; ensures applications are complete and accurate; prepares staff reports;

Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of ordinances governing zoning and related codes; general knowledge of legal procedures as related to the enforcement of laws and ordinances; thorough knowledge of planning theory and principles; ability to establish and maintain effective working relationships with property owners, building contractors, government officials and the general public; ability to interpret and enforce ordinances and regulations with firmness, tact and impartiality; bilingual skills (Spanish/English) preferred.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning, architecture, engineering or related field and considerable experience in zoning enforcement and urban planning.

General Statement of Duties

This position is responsible for the management of a non-profit organization that works in tandem with the City of Roxboro to implement the North Carolina Main Street Program’s community-based revitalization initiatives in Uptown Roxboro. Distinguishing Features of the Class

This position works closely with the Uptown Roxboro Group (URG) Board of Directors, and serves as the Executive Director for the non-profit organization. Work is supervised by the Planning & Development Director, but the position requires autonomous implementation of the specific goals and programs of the Uptown Roxboro Group and NC Main Street Program. As a liaison to the Uptown business community and representative of two organizations, this position must balance the duties and responsibilities associated with public communication and interaction, records retention and proper implementation of local government regulations, and representation of a non-profit organization with an independent board. This position also requires flexibility in work schedule, as there will be weekend, evening, and holiday commitments associated with essential job duties.

Duties and Responsibilities

Essential Duties and Tasks
• Conducts research and implements the principles of the NC Main Street Program through strategies of Organization, Promotion, Design, and Economic Vitality
• Applies for and administers details of grants
• Collects statistics and maintains a database of information such as Uptown property owners, available spaces for rent or purchase, volunteer hours, average rent rate, etc.
• Communicates with business owners, residents, property owners, developers, and government representatives to gather and disseminate information about Uptown Roxboro goals, needs, and initiatives
• Works with the URG Board, community members, and other stakeholders to implement the vision for revitalization of Uptown Roxboro through a variety of methods and programs
• Assists with preparation of agendas and information packets for the URG board, and serves as a voting or ex-officio member of other community boards, as the representative for URG
• Researches and drafts recommendations; attends meetings to make presentations, and represents the City of Roxboro and Uptown Roxboro Group in the community at-large.
• Responsible for the planning, coordination, marketing, and direction of various special events in Uptown Roxboro
• Assists in maintaining URG websites and social media accounts
Provides research and support to development and long-range planning efforts

Physical Requirements
• Must be able to physically perform the basic life operational functions of reaching, standing, walking, grasping, talking, hearing, and repetitive motions.
• Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift carry, push, pull, or otherwise move objects.
• Must possess the visual acuity to examine and work with maps, charts, and detailed materials, operate a computer, inspect sites regarding planning issues, and do extensive reading.

Education and Experience
Graduation from a college or university with a degree in marketing, communication, planning, public administration, community development, related field, or combination of education and experience. Some experience with the NC Main Street Program or Planning and Community Development principles is preferred.

Possession of a valid North Carolina’s driver license.

Assist Chief Financial Officer in identifying available financing and establish capital spending levels.

Consult with all departments within the City to identify capital needs and establish capital project prioritization.

Coordinate capital budget requests from departments; assist departments in setting budget priorities; prepare budgetary data for presentation to Mayor and City Council.

Analyzes the impact of public improvement requirements on capital improvement projects; prioritize and determine capital improvement project completion dates.

Attend and participate in professional group meetings; maintains awareness of new trends and developments; incorporate new developments as appropriate into programs.

Collaborate with departments to incorporate Metropolitan Planning Organization (MPO) projects/activities and Transportation Improvements Plan (TIP), land use plans, and other plans with five-year capital improvement plan.

Assist departments to review, analyze and monitor complex capital improvement budgets.

Coordinate grant funding; seek funding sources to supplement City capital funds; direct preparation of grants and prepares grant paperwork.

Compile and monitor administrative, statistical or demographic data; analyze data and identify trends, summarizes data and prepares reports.

Prepare or complete various forms, reports, correspondence, performance evaluations, budget documents, grant documents, master plans, presentations or other documents.

Establish goals for capital program and track performance indicators to measure progress toward those goals.

Perform other duties as assigned.

Minimum Qualifications

Master’s Degree in Public Administration, Urban Planning or Business Administration and four (4) years experience in public sector administrative activities such as data analysis, work with grants and philanthropic communities, or GIS and mapping systems; or any combination of equivalent experience and education.

SALARY & BENEFITS
This FLSA-exempt position’s salary is scaled to the year-round full-time equivalent of a northern California Bridge Builder/Highway Carpenter journeyperson’s wages (approximate starting salary as of March 2022: $114,000). Compensation adjusts parallel to the Carpenters master labor agreement. Excellent fringe benefits include a family health plan, defined contribution and defined benefit retirement plans, holidays, and paid time-off. A vehicle is provided for job-related travel, with an option for personal use. The NCCU provides training that advances the organization’s mission.

• Work as part of a team providing expert regulatory and compliance services to support CDBG- DR and CDBG-MIT efforts. Provide guidance on multiple aspects of program policy and program implementation activities such as CDBG-DR and MIT eligibility, National Objectives, and best practices.
• Develop complex written materials, including Action Plans, Action Plan Amendments, Program Guidelines, Standard Operating Procedures, Policies, and Memorandums, in compliance with federal and state regulations; developing technical documents.
• Assist in processing, developing, and reviewing policies, including changes and updates as published in the Department of Housing and Urban Development Federal Register Notices.
• Provide policy, compliance and other relevant training to staff and vendor personnel.
• Review programs and processes collaboratively with Program Leads to identify, document and improve areas of opportunity.
• Work with HORNE subject matter experts to communicate the Federal regulations that apply to natural disaster recovery or mitigation programs.
• Monitor projects/contracts for compliance with all federal, CDBG-DR, CDBG-MIT, state and program regulations.
• Work collaboratively within team, relevant project staff and consultants to provide technical assistance, insight, and expertise, as needed.

Travel required
• Up to 50% or more, as needed.

Required education and experience
• Bachelor’s Degree from an accredited university.
• Four (4) years of relevant experience.
• Mid to senior level program management experience with disaster recovery and/or mitigation programs of federally funded housing, economic development and/or infrastructure programs.
• Extensive knowledge of HUD rules, regulations and notices governing CDBG, CDBG-DR and CDBG-MIT funds.
• Basic knowledge of MS Office Applications (Word, PowerPoint, Outlook, Excel)

Preferred education and experience
• Advanced degree in business administration, urban planning, finance, law, or similar fields.
• Relevant experience in: policy and compliance, emergency management, disaster recovery, mitigation, community planning, federally funded programs.
• Relevant program experience in: housing, economic development, and/or infrastructure
• Knowledge of other federally funded programs, including but not limited to: HOME, LIHTC, Housing Trust Fund, Public Housing, SBA, FEMA.
• Fully Bilingual (English & Spanish)
