RESPONSIBILITIES
The Program Officer (PO), Research manages a research and grant portfolio that focuses on data-driven research and metrics to track entrepreneurial ecosystems, and to further research illuminating successful outcomes to support entrepreneurs, organizations that support entrepreneurs, and decision-makers and policy-makers.
Specific Responsibilities include:
Research
• Work closely with Kauffman Foundation staff, researchers and data scientists, and grantees to develop data and metrics on entrepreneurship and entrepreneurial ecosystems.
• Conduct research and data analysis as needed and oversee research contractors.
• Acquire a wide range of knowledge on all issues that are of interest to the Entrepreneurship
Department. The PO may be asked to provide leadership on a particular content subject and contribute to Foundation outputs, while developing expertise on a broad range of issues. Focus on keeping up with the changing landscape of research and data in entrepreneurship.

Grant Management
• Develop and manage grants and research initiatives which are relevant to entrepreneurship support organizations and policymakers and lead to data and metrics that ultimately support the success of entrepreneurs.
• Build and attract researchers and funders through request for proposals, individual grants and working with relevant partners.
• Seek to advance the initiatives of the Foundation, with a deep commitment to using data and research insights to foster informed discussion and ultimately drive research, program and policy improvements.
• Support the development and implementation of the department’s broader data strategies and initiatives.
• Represent the Foundation at various conferences and events, including taking relevant speaking engagements.

EDUCATION & EXPERIENCE
Education: Master’s degree in a field with strong applied research focus (e.g. applied social science, public policy, computational social science, empirical economics).
Work Experience: Five years of experience working in a research or grant writing capacity. Experience with research preferred.
Travel: This position may require up to 33% business travel.

QUALIFICATIONS
Qualified candidates for this position must be highly motivated, capable of self-directed work, detail- oriented and able to work collaboratively across teams and departments. Incumbents must exhibit a keen sense of responsibility and enjoy working with multiple demands, shifting priorities, and constant change.
A successful candidate profile:
• Ability to construct logical arguments that connect grant outcomes to overall departmental goals
• Adequate understanding of organizational and leadership dynamics in order to identify grantee
capacity for success as well as potential risks
• Methodological and analytical rigor and creative insight to identify, shape, and manage high
quality research in support of strategic goals of the foundation.
• Capacity to understand basic budgets in order to identify grantee capacity for success as well
as potential risks
• Basic understanding of balance sheet and income statements in order to assess grantee
capacity for success as well as potential risks
• Strong computer literacy skills, including word processing, spreadsheets, and data base
applications, and familiarity with standard software programs, including statistical packages.
• Possesses a passion for “doing what is right,” with unquestioned integrity, positive ethics and
values reflective of the Kauffman Foundation.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.

What You’ll Be Doing
The Department of Homelessness and Supportive Housing (HSH) has one temporary-exempt (TEX) vacancy in the classification of 1823 Sr. Administrative Analyst – Real Estate Development. Reporting to the Principal Real Estate Development Analyst, the Sr. Administrative Analyst assists in the planning, analysis, and oversight of complex work involving significant accountability and decision-making responsibility for real estate development, negotiation and planning for HSH-supported housing, shelters, and service sites. The administrative analyst exercises sound judgment, works independently and takes initiative to implement the strategic goals of HSH.

Essential Duties and Responsibilities:

· Coordinate and plan real estate projects in partnership with HSH Finance and Administrative Division, including HSH administrative offices, new navigation and S.A.F.E. centers, resource centers, and temporary and permanent shelter development. Develop and track project budgets including revenue and expenditures projections, cash flow analyses, cost containment strategies, grant leveraging, and resolutions for budgetary problems.
· Work with the Department of Real Estate and City Attorney on real estate transactions and agreements.
· Work closely with the Department of Public Works project team throughout site selection, pre-development, construction, and close out.
· Coordinate with HSH Program and Facilities staff and contracted service providers for operational input throughout project development, and facilitate smooth transition to site occupancy
· Provide support to Finance and Administrative Division regarding project updates and funding requests for capital projects
· Negotiate master lease agreements with private building owners for new and renewing supportive housing sites.
· Assess and plan for long-term sustainability of the master lease portfolio (lease terms, capital improvements, capital reserves and planning).
· Work with the Mayor’s Office on Housing and Community Development (MOHCD), the San Francisco Housing Authority (SFHA), Office of Community Investment and Infrastructure (OCII), the Department of Public Works, and property owners on real estate projects for HSH.
