Description

This is a new position in the Planning Division of the Community Development Department that will support the Town in its efforts to collaborate with neighborhood residents, with special attention to community development priority areas such as the West Southern Pines community. A primary focus of the position is proactively addressing the needs of lower-income residents by pursuing funding opportunities, managing community development programming, and building the capacity of local organizations. The position has a highly visible presence in Southern Pines neighborhoods and serves as a liaison between neighborhoods and other local government departments. In addition to and in conjunction with the community development-related duties, a portion of the position is devoted to supporting the town’s long-range planning goals. A strong interest in community outreach, relationship-building, and long-range planning is an essential requirement for this position, as well as considerable tact and courtesy in frequent contact with citizens, contractors, and developers in addition to other municipal, state, and federal officials.

 

DUTIES AND RESPONSIBILITIES

  • Oversee implementation of neighborhood revitalization strategies which includes developing a work plan, strategies, and performance measures and monitoring work plan progress.
  • Prepare applications for state, federal, non-profit grants and resources to support community development tasks. Manage grant funds received or coordinate with town consultant(s) for grant administration.
  • Design and conduct outreach, community engagement, trainings, meetings, and workshops with the general public and key stakeholder groups of the community.
  • Serve as a liaison to the town’s recognized neighborhood group(s) and attend other community meetings, as appropriate.
  • Support local organizations in their efforts related to community and economic development.
  • Assist eligible households with applications to existing programs for individual assistance, which may include on-site inspections.
  • Evaluate the alignment of current zoning tools with public interests at a neighborhood level.
  • Coordinate with town staff and recognized neighborhood group(s) to assess code enforcement strategies prior to implementation.
  • Directly manage, or oversee consultants managing, various community long-range planning projects.
  • Assist with current planning functions such as the evaluation of zoning map amendments, ordinance amendments, site plans, conditional use permits, variances and other entitlement applications.
  • Present to town staff and council, as needed
  • Perform additional planning duties, as needed.

 

EDUCATION, SKILLS, AND CERTIFICATIONS

  • Bachelor’s degree in planning, public administration, urban design, social work, geography, public health, political science, or a similar field with coursework related to community development.
  • At least two years relevant experience in a community development, nonprofit, municipal or regional planning environment and/or grant administration role or equivalent combination of education and experience.
  • Must have a working familiarity with long-range and current planning functions in a local government setting
  • Must have passion, enthusiasm, and stamina for community development work with a particular interest in neighborhood revitalization.
  • Must have experience or relevant training in community meeting facilitation.
  • Must be a self-starter with the capacity to work individually and in a team environment.
  • Must have the ability to manage projects and simultaneously work on multiple tasks and set priorities.
  • Must have experience building relationships and working collaboratively with diverse populations and organizations.

Essential Functions:

  • Creates, implements and evaluates new and existing plans, including Comprehensive Land Use Plan, neighborhood plans, etc.
  • Conducts research, analyzes data and updates stakeholders on relevant planning and community development issues.
  • Responsible for presentations to City Council, Planning Board, Historic Preservation Commission and other groups.
  • Oversees Community Rating (CRS) and floodplain management programs.
  • Performs related duties as required.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with coursework in planning, urban design, or related field and  at least two years relevant experience in a municipal or regional planning environment and/or grant administration  or equivalent combination of education and experience.
  • Master’s degree in related field preferred, but not required.
  • AICP , CZO, and CFM preferred but not required.
  • General  knowledge of the theory, principles, practices and techniques of City planning as they pertain to the design and development of urban and regional areas.
  • General  knowledge of the various ordinances, codes and regulations pertaining to planning, community development and  zoning.
  • Basic understanding of GIS.
  • Ability and experience working comfortably with diverse stakeholders.
  • Ability to research and analyze various topics regarding neighborhood revitalization, downtown revitalization,etc.
  • Ability to communicate both orally and in writing;ability to speak comfortably with diverse groups.
  • Ability to establish and maintain effective working relationships with associates, elected officials, surveyors, engineers, architects, state and federal agency representatives and the general public.
  • Must be self-starter with capacity to work individually and in a team environment.
  • Must have passion and enthusiasm for community development, including downtown and neighborhood revitalization efforts.
