The Transit Service Planner is responsible for developing and analyzing bus route and schedule plans, including near-term transit service alternatives, intermediate-term service plans, and long-range service concepts. The individual will also analyze and assist in the preparation of complex transit operating schedules for both GoTriangle, the regional service provider, and GoDurham, the local service provider in Durham. The primary focus of the position is on traditional fixed-route service, but demand-response service, vanpool service, and emerging modes of transportation are also included. This position reports to the Transit Service Planning Supervisor.

 

Essential Duties and Responsibilities:

  • Conducts self in an appropriate manner as a representative of GoTriangle, working effectively in a diverse work environment.
  • Develops short-range plans for implementation of new or modified routes, discontinuation of unproductive service, implementation of demand response and specialized mobility services, amenity improvements, capital needs, and coordination projects with other public transit and community transportation services.
  • Lead development of service changes, which includes analysis, coordination with other departments, revising recommendations based on public feedback, and developing final recommendations. Develop schedules, bus stop changes, turnsheets, bus stop sign information, gate assignments at stations and a summary of service change for implementation.
  • Provides individual and team contributions; coordinates work with the rest of the GoTriangle service planning team and other GoTriangle staff.
  • Coordinates cross agency planning initiatives with the technical and administrative staff of local bus and community transportation systems, university transportation services, local governments and appropriate State and Federal officials.
  • Researches and identifies potential funding sources for short-range plan improvements.
  • Analyze transit service performance from a variety of sources and make recommendations for new or revised services. Prepare reports summarizing the findings of the analysis. Initiate route and schedule changes to meet customer demand. Assembles related statistical data and compiles reports.
  • Follows established procedures for proposing and budgeting for transit projects, and reporting on project progress to internal and external stakeholders.
  • Devises, administers and/or analyzes surveys of transit customers, employees, and the general public.
  • Develops scoping documents for capital projects that support service plans.
  • Manages consultant studies, including the preparation of requests for proposals, selection of consultants and supervision of consultant work.
  • Prepares presentation materials and presents reports or proposals to interdepartmental committees, governmental meetings and public groups.
  • Coordinates public involvement activities with the responsible public involvement staff, to solicit public feedback on transit plans and service change proposals.
  • Other duties as assigned.

Minimum Knowledge, Skills and Abilities:

  • A Bachelor’s degree from an accredited four-year college or university.
  • Two years of experience in planning or a related field.
  • Knowledge of transportation planning techniques, including urban planning principles.
  • Demonstrated skill in data analysis, spatial analysis, demographic analysis, and financial analysis.
  • Demonstrated skill in managing time and multiple tasks effectively, organizing and prioritizing work.
  • Demonstrated skill in making effective, professional presentations.
  • Ability to read and review site plans is preferred.
  • Exceptional level of interpersonal skills and abilities to effectively communicate, orally and in writing, including using good customer service skills, tact, diplomacy, active listening, and projecting self-confidence.
  • Ability to work effectively in a diverse workforce.
  • A working understanding of PC’s including the Microsoft Office Packages and proficiency with Excel. Experience with GIS software is preferred.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities. During these visits, the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.

The incumbent serves as a Senior Transportation Program Specialist for Region 2, Federal Transit Administration (FTA). The incumbent of this position will directly, and through team members and/or contractors, be responsible for the activities associated with the planning, program development, and oversight of the Region’s planning, operating, and capital assistance grant programs.

As Senior Transportation Program Specialist, you will:

  • Serve as the Team Leader for the Office of Planning and Program Development (the Planning Team), leading team efforts in the administration of FTA’s programs and policies as they relate to state and metropolitan planning, environmental reviews, and grant development.
  • Ensure that FTA’s and the U.S. Department of Transportation’s (USDOT) strategic plan, mission, vision, and values are communicated to the Planning Team and integrated into the team’s strategies, goals, objectives, work plans, work products, and services.
  • Draft correspondence, memoranda, briefing papers, analysis, and other documents in a timely, factually accurate, organized, and concise manner; ensures that written work products are of the highest quality and free of errors; ensures that findings and recommendations to the Director, Deputy Regional Administrator, and Regional Administrator are well-analyzed and appropriate.
  • Coordinate the transportation planning process, including the development of Transportation Improvement Programs (TIPs), the development of Statewide Transportation Improvement Programs (STIPs), the certification of Metropolitan Planning Organizations (MPOs), the air quality conformity process, the development of Unified Planning Work Programs (UPWPs), the development of Long-Range Transportation Plans (LRTPs), and the development of Programs of Projects (POPs).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for a GS-14, based on experience, you must have at least one full year of specialized experience equivalent to the GS-13, it must include:

  • Experience in public transportation operations, FTA’s programs and policies, transportation planning, the Federal environmental review process, the National Environmental Policy Act and other applicable Federal laws, and the administration of Federal grant programs.
  • Experience with the principles and methods, including a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness.
  • Demonstrated technical experience in any of the following area: program management, resource management, schedule and cost control, financial management information, and/or reporting systems activities and resources.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Management and administration of grants and agreements-Comprehensive knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.   4. Professional knowledge of the metropolitan and statewide transportation planning process-Advanced knowledge, research techniques, principles and practices of Statewide and Metropolitan transportation planning, transit systems, and project development.
  5. Transportation Authorization and Appropriation Law, Regulations and policies-Comprehensive knowledge of research techniques and Federal transportation laws, regulations and policies. Ability to locate, read, and interpret requirements, and participate in drafting any such new requirements and guidance as may be required. Demonstrates the ability to communicate and present comprehensive knowledge to internal and external clients and customers.

Who We Seek
An experienced, energetic, self-directed individual for the position of Senior Planner to perform difficult planning work in directing the activities related to promoting energy efficiency, sustainable development and transportation environmental issues. Projects will primarily focus on serving as the coordinator for the Triangle Clean Cities Coalition and as such is responsible for developing public private partnerships and working with member local governments to increase awareness about and use of alternative fuels. The employee meets with local and state officials, staff and business interests and designs, coordinates and initiates programs and activities. Activities include annual conferences and
workshops, coalition organization and administration, state legislative initiatives and developing and administering state and federally funded projects to develop refueling infrastructure, purchase alternative fuel and alternative fuel vehicles. Description of Work
The Senior Planner is part of a fast-paced, multi-disciplinary organization engaged in long-term, regional-scale issues and shorter-term local government member technical assistance that integrates TJCOG’s focus areas of water resources, resiliency, transportation and mobility, housing, aging and human services, member engagement, technical assistance, strategy/innovation, and data. The position provides technical expertise to staff and stakeholders through services such as data collection and analysis, program development and management, supporting the administration of transportation related programs and committees, and supporting the development of internal and external initiatives.

Knowledge, Skills and Abilities
The Senior Planner will understand the importance of positive relationships with local communities and agencies in the region and exhibit strong customer service and problem-solving skills. Position requires project management skills and the ability to work independently, demonstrate initiative and problem solve.

The position will require knowledge of principles and practices of planning as applied to land use planning and transportation systems as well as general planning principles. General knowledge of local government, laws, and services pertinent to planning processes. Ability to establish and maintain effective working relationships with staff at the federal, state, regional, local levels and with elected officials. Ability to communicate effectively orally and in writing and to lead various meetings and events, make presentations and answer questions at public or project meetings. Ability to prepare presentations and prepare or coordinate the preparation of charts, maps, graphs and other illustrative materials for communication to elected officials, the public and other stakeholders. The Institute for Transportation Research and Education (ITRE) is an institutional center at North Carolina State University. Chartered by the North Carolina General Assembly in 1978, we conduct surface and air transportation research, training, and technical support activities. ITRE works across various modes of transportation to provide capacity and expertise for municipal, state, federal, and international clients to address critical transportation issues. We are seeking to hire an intern who is creative, technically oriented, and a hard-working student currently enrolled in an accredited graduate program. The internship offers full-time work during the summer, with flexible part-time work during the semester. The selected candidate will have the opportunity to gain broad experience working with staff across ITRE, but primarily with the Triangle Modeling and Analytics Group and the Triangle Regional Travel Demand Model.

Tasks and Duties will include:
  • Collecting, preparing, verifying, and analyzing data supporting transportation planning and travel analysis

As part of the District’s Department of Transportation (DDOT) cooperative agreement with the Howard University Transportation Research Center (HUTRC), DDOT engages full-time students as interns from universities in the DC Metropolitan Area and all over the country to promote the advancement of engineering and policy research. HUTRC recruits the interns and manages the program on DDOT’s behalf. In 2022, the DDOT Internship Summer Program will start around June 6th and run for 10 weeks, while the Semester Program will start on August 15th and run until the end of the year.

 

Applicants for the internship positions must be currently enrolled and in good standing at an accredited college or university and be enrolled full-time in a degree program related to the posted internship. All students participating in the summer program must be fully vaccinated* against COVID-19, and agree to follow all COVID-19 safety guidelines throughout the duration of the internship. Bike Durham is a local non-profit sustainable transportation advocacy organization. Our vision is a transportation system that is safe, affordable, and sustainable for everyone, regardless of who they are or where they live. Through events, advocacy, and education, we empower everyone to walk, bike, or ride transit more often.

Bike Durham is seeking to contract with an individual to coordinate community outreach activities for a safe streets project in the Old West Durham and Watts Hospital-Hillandale neighborhoods this spring. We project that the work will be an estimated 250-300 hours (20-25 hours per week), beginning as soon as possible and completed by May 31.

The planned activities include:
Initial neighborhood meetings – large and small forums to hear from one another, identifying and documenting areas of concern and opportunity. This will include activities specifically directed at engaging youth, as well as adults.
Neighbor Walk Audits of the identified areas of concern and opportunity
Neighborhood Planning meetings – Plan for and select application of tactical urbanism or possible Shared Street Implementations to calm traffic in the neighborhoods

This position(s) will work closely with the Bike Durham executive director, volunteer leaders of the Old West Durham and Watts Hospital-Hillandale Neighborhood Associations, and City of Durham Transportation department staff.

Proficiency in Spanish is desired

Compensation, Hours, and Term
Bike Durham is seeking an independent contractor(s) to fulfill this role at a rate of $20 per hour for 300 hours. Since this is a contract position, we are not able to offer any benefits. We estimate that delivering on our scope of services will require an average of 20-25 hours per week for 10-12 weeks. The daily schedule will be flexible and set by the independent contractor(s) considering the needs of the Old West Durham and Watts Hospital-Hillandale neighborhoods. Our funding comes through a grant with the Duke Office of Community Affairs. The term of this contract will run through May 31, 2022.
