The Metropolitan Atlanta Rapid Transit Authority (MARTA) is one of the nation’s largest public transportation agencies, moving millions of riders throughout our service area during the past four decades. As a part of the Department of Planning and Project Development, the Service Planner II role helps decide how MARTA service should change as the region continues to evolve and grow. The position entails using technical skills to analyze data as well as soft skills to interact with stakeholders and customers. The successful Planner II candidate will have a passion for improving public transportation and a desire to work with a diverse, dynamic team. Candidates should possess an eagerness to hone existing skills, and a desire to develop new ones.

Key responsibilities of this position include:

 Monitoring and assessing performance of fixed-route bus service
 Developing and delivering reports and presentations about service change ideas to supervisors and management
 Investigating, responding, and resolving customer comments, complaints and issues
 Completing technical tasks associated with implementing service changes
 Using Esri GIS to create maps and conduct spatial analysis
 Coordinates with other planning teams and departments within MARTA to implement service changes

EXPERIENCE

Bachelor’s degree in Urban Planning, Engineering, Statistics, Geography, Decision Science, Business Administration or a related field is required. Two years of progressively responsible experience performing a wide range of transportation planning projects is preferred. Experience using the Microsoft Office suite, including Word, Excel and Powerpoint, for the development of service plans and service evaluation is required. Demonstrated ability to express oneself through written and oral communication and to conduct research and present findings in a comprehensive and clear format, problem solving skills, and computer literacy are required. Experience with Esri GIS platforms for map creation is also required. In lieu of degree, year-for-year experience may be substituted.

Salary ranges from $47,518-$71,276 depending on experience.

Summary

This new position will help to build out the Town of Chapel Hill’s Everywhere to Everywhere Greenway network. The Town has ambitious goals of lowering single-occupancy vehicle use and offering safe and convenient transportation options for all residents. This position will manage bicycle and pedestrian capital projects from funding identification through construction, while supporting other Town mobility projects and initiatives.

The Mobility and Greenways Planner is part of the newly formed Office of Mobility and Greenways, housed within the Town’s Planning Department. This position reports to the Transportation Planning Manager.

ESSENTIAL FUNCTIONS:
  • Project Management: manages and oversees transportation capital projects
    • Prioritizes projects
    • Identifies funding
    • Develops and manages budgets
    • Manages consultants
    • Manages construction activities
  • Staff support: provides staff support to committees, internal and external customers, and local/regional project teams

SUPERVISION EXERCISED:

Minimum Qualifications

EXPERIENCE:

Three to five years of experience in transportation planning or a related field. Project management experience necessary. Candidates should have experience with GIS and related visualization tools.

EDUCATION:

A Bachelor’s Degree in city and regional planning or a related field such as landscape architecture, urban design, public administration, geography, urban studies, or engineering. Master’s degree preferred.

PHYSICAL DEMANDS:

Work is generally performed while sitting or standing at a desk with intermittent stooping. An incumbent in this position might also be required to lift light objects and spend time in the field.

OTHER NECESSARY INFORMATION:

A valid NC driver’s license is preferred for this position due to meetings, outreach, and event participation. However, ability to transport oneself efficiently locally and regionally without a driver’s license is acceptable.

– Managing the preparation and submission of projects into the Statewide Prioritization Improvement Program (STIP) by working with regional transportation organizations and presenting proposed submissions to the Board of Commissioners;
– Coordinating with NCDOT and regional transportation organizations about the update of the Comprehensive Transportation Plan (CTP) to capture the latest transportation development patterns, population growth, and economic conditions;
– Coordinating with County staff members and NCDOT to prioritize transit, bike/pedestrian, and ADA (Americans with Disabilities Act) facility inclusion within residential and non-residential proposals as outlined in the County comprehensive plan;
– Reviewing, recommending and drafting proposed amendments as they relate to transportation planning in Land Use ordinances;
– Representing the County and Planning department at multi-jurisdictional meetings and coordinating with local transit organizations to encourage transit development in Chatham County;
– Prepares and makes presentations to elected officials and advisory boards as assigned.
– Performing research on ordinances, NC general statutes, and statutory authority and
– Managing and administering transportation state and federal grants and special projects.

Minimum Qualifications

The ideal candidate will be a collaborative and innovative leader with a bachelor’s degree with coursework in transportation planning or engineering, regional planning, urban planning, public policy, geography or related field and 2-4 years’ experience in land use planning or an equivalent combination of education and experience. AICP (American Institute of Certified Planners) or the ability to obtain AICP preferred.

NC Conservation Network (NCCN) is looking for an organized and team-oriented advocate to be our new Transportation Campaigns Manager. Working as part of the NC Conservation Network team, and in partnership with dozens of allied organizations across the state, the Transportation Campaigns Manager leads our advocacy on transportation and state-level land use policies. This Spring, the NC Department of Transportation (NC DOT) finalized the Clean Transportation Plan, which spotlights the need to reduce vehicle miles traveled and to rapidly electrify North Carolina’s transportation sector to reach climate emissions goals. Beyond emissions reductions, North Carolina needs sustained progress in transportation and land use policy to build a healthy, sustainable economy that works for all residents of the state.

Objective
The Transportation Campaigns Manager coordinates coalition workgroups and advances advocacy campaigns through policy writing, strategic advice, legislative monitoring, and direct lobbying of decision makers. The Manager works to ensure that policy solutions advance equity and a sustainable economy as well as reducing greenhouse gas emissions. Much of the work requires ongoing relationships with state legislators, staff in the Governor’s Office, and officials in state agencies, as well as with partners in local government and with advocacy organizations across the state. The Manager reports directly to NCCN’s Policy Director. The position is based in Raleigh with occasional travel around and beyond the state. Hours during the legislative session can be non-traditional.

Location
Our office is located in downtown Raleigh, NC. NCCN operates on a hybrid schedule, with staff expected to be in the office or working in the field twice a week, and eligible to work from home the remainder of the time. NOTE: NCCN is continually re-assessing the hybrid work environment (with input from staff), and expectations may change going forward based on collective feedback and the organization’s needs.

Responsibilities

Develop and participate in coalition campaigns on transportation and land use policy
The Transportation Campaigns Manager actively designs and participates in policy campaigns to promote the electrification of public and private vehicle fleets, re-orientation of state transportation priorities, and reform of the state transportation system to better serve all North Carolinians. As a related but secondary area of focus, the Manager advocates for or against state-level bills and proposed rules that shape land use patterns and local planning authority. In the service of policy campaigns, the Manager conducts legal and policy research, drafts comment letters, develops strategy, drafts factsheets and talking points, and cultivates relationships with decision makers.

Host policy advocacy working groups
The Manager hosts meetings for standing workgroups of transportation advocates. Depending on the pace of campaigns, these meetings can occur weekly to quarterly. The Manager ensures that working groups are inclusive, efficient, and support a high level of trust and coordination among participating advocates. In addition, the Manager participates in workgroups hosted by partners.

Coordinate with NCCN colleagues
The Manager collaborates with NCCN colleagues who are tracking environmental legislation, helping shape expenditures of state and federal funding streams, and working to advance environmental equity. In addition, the Manager works closely with NCCN’s communications and organizing teams, drafting materials that are revised and shared with journalists and with NCCN’s activists and partners across the state.

Safeguard affiliate interests
The Manager works with NCCN affiliates on an individual basis to alert them to developments in transportation and growth policy, to help them design their advocacy strategies, and to introduce them to contacts in state agencies or other advocacy groups.

Serve in stakeholder meetings
The Manager periodically represents NCCN in legislative or agency-initiated meetings that include state and local officials and staff and other stakeholders. During these initiatives, the Manager is responsible for briefing NCCN affiliates and partners on the progress of negotiations and representing their needs in the process.

This position supports and promotes the development of the City’s Vision Zero program. This includes developing goals and strategies that can be implemented through partnerships across agencies and sectors in order to meet the goal of zero fatalities and serious injuries on streets in Durham.

This position will have primary responsibilities for managing multiple facets of the program including: representing the City in developing the regional Vision Zero Action Plan; developing Vision Zero branding and awareness campaigns; conducting outreach on the Vision Zero Initiative; and participating in any local, regional or national activities in relation to supporting the City’s Vision Zero program; developing applications for grant funding to support Vision Zero activities, and overall communication of the City’s Vision Zero program.

Duties/Responsibilities
Helps to develop the region’s Vision Zero Action Plan through a collaborative process with internal and external stakeholders. Develops and manages the messaging, graphics, and narratives of websites, brochures, annual reports, and other communications materials. Conducts research studies, surveys, geospatial analyses, and interviews to inform walking and bicycling project planning and design.
Coordinates and contributes to the planning and development of capital projects that support the Vision Zero Action Plan and improve safety for road users. May assist in the design and implementation of “rapid-response” installations using measures such as lane markings, flex posts, and traffic signal timing changes.
Serves as coordinator for a Vision Zero Steering Committee that will include stakeholders from a diverse range of neighborhood/civic associations, advocacy groups, and members of the public. Collects input from stakeholders on transportation issues. Facilitates a two-way flow of information between external groups and internal team members.

Participates in departmental public relations efforts. Assists with the coordination and development of key program and project messaging. Disseminates general information to neighborhood leaders, advocacy groups and the public through grassroots outreach.
Contributes to program and project website content; contributes to production and distribution of department quarterly reports and newsletters.
Leads departmental public education efforts related to Vision Zero in the promotion and dissemination of critical transportation safety messaging through neighborhood and community partnerships and other means.
Prepares reports and correspondence.

Minimum Qualifications & Experience
Bachelor’s or equivalent.
Five (5) years of experience in transportation, marketing, strategic communications or related field.

Additional Preferred Skills
Master’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy, Communications, or a closely related field.
Valid North Carolina Class C Driver’s License with a satisfactory driving record or obtain within 60 days of hire.
Knowledge or experience with statistics and/or scientific research studies.
Experience with presenting to elected officials, advisory boards, and/or high level management.
Knowledge of the principles and practices of transportation engineering, bicycle/pedestrian transportation, complete streets, transportation planning, urban design, traffic safety, traffic enforcement and construction.
Experience managing budgets and/or grants.
Strong written and verbal communication skills
Proficiency with Microsoft Office and ArcGIS

This fellowship will provide training in the Division of Nutrition, Physical Activity, and Obesity’s (DNPAO) Priority Strategy in Physical Activity: Increasing Physical Activity Through Community Design (https://www.cdc.gov/physicalactivity/community-strategies/activity-friendly-routes-to-everyday-destinations.html). This strategy is focused on equitably increasing physical activity through the implementation of policies and activities to connect pedestrian, bicycle, or transit transportation networks (called activity-friendly routes) to everyday destinations, while being a team participant with a diverse group of public health professionals, including epidemiologists, behavioral scientists, and evaluation specialists. The selected participant will gain experience in research, evaluation, evidence synthesis, and translation for policy, systems, and environmental (PSE) strategies (e.g., active transportation plans, Complete Streets policies, comprehensive plans, demonstration projects, project funding criteria) related to equitably increasing physical activity through community design.

WHY THE RPA?

Community Planning & Design is a division of the RPA that focuses on area planning, placemaking, and urban design. Our division’s work program for the next two years will be focused on
developing Area Plans that cover all of Hamilton County. A new Place Types palette will be applied to each Area Plan. We will also be developing more detailed plans for designated mixed-use centers in each area.

GENERAL QUALIFICATIONS

Successful candidates for this position should have strong experience in physical land use planning. We are looking for someone who also has experience in GIS to complement our team.
A background in urban design, architecture, or landscape architecture, is also preferred, but not required.
