The Regional Transportation Planner will coordinate the transportation planning activities for the Kerr-Tar Rural Planning Organization (RPO) for the Counties of Franklin, Granville, Person Vance and Warren. The ideal candidate will be a graduate of a technical school or college with an associate’s degree in urban studies, political science, sociology, geography, public administration, planning, or a related field, preferably working with transportation or community planning or other relevant training and experience. Some experience in municipal, county, or regional transportation preferred. Candidates with any level of experience, including internships, working with a regional planning organization or other regional agency are encouraged to apply. Recent and impending graduates with professional degrees are encouraged to apply as well.

Salary will be competitive and based on experience, with a hiring range of $58,000 – $60,000 annually. Summary

The Town of Chapel Hill is committed to eliminating serious injuries and deaths on our roadways and is seeking an individual who is passionate about pedestrian, bicycle, and roadway safety to manage the Town’s Vision Zero program. The Town adopted a Vision Zero resolution in October 2021 and has dedicated resources to improving safety for vulnerable road users for a number of years. Much of the Vision Zero work is funded by a Governor’s Highway Safety Program, and the Town participates with the statewide Vision Zero Coalition and associated groups.

The Vision Zero Coordinator is an integral part of the Office of Mobility and Greenways within the Planning Department. This position reports to the Mobility and Greenways Manager.

This is a grant-funded position and may not extend past the current grant cycle (September 2024).

ESSENTIAL FUNCTIONS:
  • Program management: develops a work plan to manage and oversee the Town’s Vision Zero program. Implements and adapts the goals and objectives in the Pedestrian Safety Action Plan and the annual Governor’s Highway Safety Program grant.
  • Community relations and outreach: creates and maintains working relationships with staff from various Town departments, representatives from community agencies with an interest in roadway safety, Chapel Hill-Carrboro City School District staff, community members, etc.
  • Program evaluation: develops goals and strategies to implement Vision Zero programs, policies, and related infrastructure. Identifies analytics, metrics, and performance measures to monitor program effectiveness and success.
  • Communication: writes communications, reports, and plans for Town staff, Council, task forces/committees, and the public. Works with Town communications department to tell the Vision Zero story and promote the work being done.
  • Implementation: identifies and implements quick-build projects and infrastructure to improve roadway safety. Develops evaluation metrics to gauge effectiveness and explores permanent installations.
  • Collaboration: collaborates with Town staff, regional partners, the North Carolina Department of Transportation (NCDOT), and task forces/committees to implement Vision Zero programs and policies.
  • Group/event facilitation: plans and facilitates Vision Zero Task Force, Vision Zero Executive Committee and other stakeholder meetings. Plans and executes community safety events to promote the Vision Zero program.
  • Manages program budget, prepares and submits grant reports and invoices.
  • Performs other duties as required.

 

SUPERVISION EXERCISED:
Supervises a part-time Vision Zero Intern. Work requires functioning as a project manager that may include overseeing consultants, task forces, staff teams, etc.

 

MINIMUM QUALIFICATIONS:
An equivalent combination of education and experience that would provide the required knowledge, skills, and abilities to perform the duties of the job.

Proficiency in ArcGIS, MS Office and Adobe products (including Illustrator and InDesign) is strongly preferred.

 

KNOWLEDGE OF:

EDUCATION:
A Bachelor’s Degree in city and regional planning, transportation, engineering, or related field. Master’s degree preferred.

PHYSICAL DEMANDS:
Work is generally performed while sitting or standing at a desk with intermittent stooping. Field visits, including walking, standing, and stooping are required occasionally. Event planning and execution may require standing for extended periods, walking/biking, lifting up to 30 pounds, setting up and breaking down tables, tents, banners, other equipment.

SUPPLEMENTAL INFORMATION:
This is a grant funded, time-limited position. The Town is in the fourth year of continuous funding from the Governors Highway Safety Program and expects the funding to continue, though it is not guaranteed.

OTHER NECESSARY INFORMATION:
A valid NC driver’s license is preferred for this position due to meetings, outreach, and event participation. However, ability to transport oneself efficiently locally and regionally without a driver’s license is acceptable.

We’re looking for students who are eager to gain hands-on experience in the transportation planning field. This is an outstanding opportunity to be involved in the firm’s nationally recognized work in planning for more equitable and livable communities.

Our summer intern program is designed to give current students an opportunity to gain experience with planning work that helps shape our communities. Additionally, we offer flexibility for work from home up to 2 days per week and a stipend to support a home-office workspace.

Interns are not eligible for our full-time benefits package; however, we offer opportunities for many internships to extend into the following school year and may also become regular full-time employees upon graduation.
