The Challenge
We are looking for a Regional Transportation Planner to join our Integrated Mobility team.

In this role, you will
⦁ Provide technical assistance to multimodal transportation, planning, assistance to local/regional governments.
⦁ Coordinate with Regional Planning Organizations (RPOs), Municipal Planning Organizations (MPOs), and public transportation systems within your geographic area that includes a 25-county region of urban and rural locales.
⦁ Regularly coordinate with MPOs, RPOs, and local transportation groups.
⦁ Lead planning assistance.
⦁ Provide programmatic guidance.
⦁ Coordinate and implement activities related to federal and state planning programs.
⦁ Administer multimodal/bicycle/pedestrian plans, management and conduct planning projects for local governments and transportation systems.
⦁ Assist with technical research projects.
⦁ Create planning best practices, quarterly report reviews and tracking.
⦁ Understand federal and state program areas
⦁ Lead research, policy, and related projects.
⦁ Research state/federal laws and policies regarding multimodal, bicycle, pedestrian and transit travel.
⦁ Ensure our Division meets federal/state programmatic requirements.
⦁ Provide guidance to other NCDOT business units
⦁ Deliver public presentations about IMD’s work.
⦁ Provide strategic leadership and support to our Planner I when leading projects and facilitating complex assignments.

⦁ Travel throughout the Western NC Mountains region for partner and stakeholder engagement.

What You Bring
⦁ General knowledge of multimodal, bicycle, pedestrian, and transit planning principles, techniques, and procedures and their interrelationships.
⦁ General knowledge and understanding of Federal & State laws, guidelines, and funding programs related to multimodal, bicycle, pedestrian, and public transportation infrastructure and systems.
⦁ Demonstrated ability to concurrently manage multiple planning and research projects and studies.
⦁ Demonstrated ability to direct, organize, and oversee activities of consultants and research partners.

Education & Experience

Compensation

The City of Raleigh Department of Transportation is hiring a motivated professional who will be responsible for leading long range transportation planning and feasibility studies within the Mobility Strategy unit.

The Mobility Strategy unit provides long-range transportation planning functions for the city, as well as support to rezoning review and support to other city and regional long-range planning efforts. Duties and Responsibilities:

  • Serve as project manager for transportation plans, area or corridor plans, and feasibility studies
  • Provide oversight of and monitoring contracts with consultants providing planning and engineering services
  • Support long-range transportation planning and prioritization efforts, other City and regional long-range plans, corridor studies, small area plans, etc.
  • Participate in regional transportation planning activities associated with the Capital Area Metropolitan Planning Organization (CAMPO) and coordination with the North Carolina Department of Transportation (NCDOT)
  • Present at and facilitate public meetings, boards, and commissions

Typical Qualifications:

  • Education and Experience:
    • Bachelor’s degree in urban planning or engineering with an emphasis on transportation planning and management, transportation engineering or directly related field and five years of related experience OR

The Leadership Fellow Program is a two-year rotational program at the Port Authority of New York & New Jersey open to students who are receiving a graduate degree between December 2024 and June 2025. What you will bring to our Development Services Team:
• A Bachelor’s degree in urban or regional planning, urban design, landscape architecture, or a related field.

GENERAL DESCRIPTION:

This position leads the development of transportation plans and projects for Durham County and participates in regional transportation planning organizations. This position works under general supervision, independently developing work methods and sequences.

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Leads the development of Durham County transportation plans and policies. Participates in the project scope, methodology, deliverables, and recommendations.
  • Oversight and coordination of consultants, the procurement process, and negotiation of contracts; monitors budgets and deliverables.
  • Serves as the liaison to the public, stakeholder organizations, and governing boards.
  • Conducts public engagement, develops, and maintains public accountability websites, materials, and reports.
  • Participates in regional transportation planning organizations and County Transit Plan governance processes.
  • Collaborates with federal, state, regional, and local staff in regional decision-making bodies. Research and review data, plans, and studies in making judgements on transportation plans and budgets that advance Durham County’s priorities.
  • Provides oversight, budget, and grants management for Durham County ACCESS services.
  • Leads the development of County bicycle, pedestrian, and greenways planning.
  • Reviews and pays invoices; prepares grant applications and manages reimbursement processes for federal, NCDOT and GoTriangle grant funding.
  • Serves as a County resource for transportation, researching and developing internal policies.
  • Collaborates with Durham County Transit Plan governance partners in developing transit policies, budgets, reports, plans, and public engagement materials.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of transportation and transit systems, technologies, standards, and practices.
  • Ability to understand and apply transportation planning and engineering principles.
  • Thorough knowledge of procurement practices, legal requirements following good practices for the development of Request for Proposals (RFP), consultant selection, and management of contracts.
  • Knowledge and experience developing, applying, and managing public engagement practices including innovative practices that increase participation from underrepresented groups.
  • Ability to communicate clearly, succinctly, and professionally with a wide range of audiences both in written and oral formats.
  • Proficient computer skills with Microsoft Office, SAP, and GIS.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Requires a bachelor’s degree in Transportation, Urban Planning, Civil Engineering, Public Policy or Public Administration from an accredited institution and three years of experience in transportation planning, civil engineering or related work; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.

PREFERRED QUALIFICATIONS

  • Master’s degree. American Institute of Certified Planners (AICP) certification or Professional Engineer (PE) certification.
  • Technical expertise in transportation planning, design, and engineering, with a preference for experience on pedestrian, bicycle, and greenways projects.
  • Experience managing large contracts, administering federal and state grants, and coordinating with other local governments and state agencies.

PHYSICAL DEMANDS:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Centralina Regional Council seeks an energetic, self-directed individual for the position of Regional Mobility Program Planner. The individual in this role will assist in managing strategic initiatives for Centralina’s Integrated Mobility Center which is aimed at providing region-wide coordination and capacity building to accelerate priority mobility projects from the CONNECT Beyond Regional Mobility Initiative. This is an exciting opportunity to work on major transportation and infrastructure projects andto help identify opportunities in transportation finance innovation, priority mobility project acceleration and land-use transportation integration for the Centralina region and its partners.

The Regional Mobility Program Planner will support implementation readiness for a variety of mobility projects at different geographic scales and will provide support to the Program Manager in meeting specific objectives associated with the following three service lines:

(1) Infrastructure Finance Innovation,
(2) Pipeline Project Facilitation, and
(3) Transit-Oriented Development (TOD) Innovation.

Funding for this position is provided under a two-year Regional Infrastructure Accelerator (RIA) Grant from the U.S. Department of Transportation (USDOT) Build America Bureau. High performing applicants may have the opportunity to remain in place following the grant period to continue implementation of Center activities and CONNECT Beyond.

Description of the work:
Major duties and responsibilities include but are not limited to:

Assisting in the implementation of activities under the grant related to the Center’s three service lines: (1) Infrastructure Finance Innovation (2) Pipeline Project Facilitation, and (3) Transit-Oriented Development (TOD) Innovation. Activities seek to build local capacity in order to advance infrastructure and mobility projects to a greater level of funding readiness.
Developing professional and technical content in support of Center service line activities related to infrastructure project development and finance (including P3s, USDOT and Build America Bureau financing programs), transit-oriented development innovation and general transportation and transit planning topics.
Representing Centralina and building relationships with state, regional and local partners including the region’s transportation planning organizations, transit agencies and numerous local governments.
Assisting coordination with the USDOT program lead under the cooperative agreement.
Working in collaboration with Centralina departments to ensure alignment with CONNECT Beyond implementation activities, regional plans and organization priorities.
This position reports directly to the Regional Mobility Program Manager.

Desired Knowledge, Skills and Abilities:
Desired KSAs include but are not limited to:

Knowledge of transportation planning, infrastructure project development, transit-oriented development and/or other topics relevant to the Center’s three service lines.
Knowledge of relevant federal transportation funding and finance programs used to support mobility projects.
Knowledge of local government policy processes (generally) to support land use and transportation integration.
Knowledge of regional issues, plans and programs.
Knowledge of federal, state (NC) and local laws, regulations and policies related to programmatic areas of responsibility.
Proven ability to multi-task and deliver consistent results in a fast-paced office.
Ability to establish and maintain effective working relationships with staff at the federal, state, regional, local levels and with elected officials.
Ability to communicate effectively orally and in writing and lead various meetings and events, make presentations and answer questions at public or project meetings.
Ability to coordinate the preparation of or prepare technical documents and presentations, charts, maps (GIS), graphs and other illustrative materials for presentations to elected officials, public and other stakeholders.
Minimum Experience at a Glance:
Bachelor’s degree from an accredited college or university with a field of study in planning, public policy, urban design, public administration, geography or related field and three to five years of experience or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Transportation planning and/or transportation project development experience is highly desired. Hiring Salary $53,000 – $65,000 depending on education and experience.

Applicant must possess a valid driver’s license and have the ability to physically perform the basic life operation functions of standing, walking, talking, hearing, and repetitive motions, the ability to lift 10 pounds of force occasionally and possess the visual acuity to prepare data, proof work, and do extensive reading.
