We are looking for graduate students from a wide range of backgrounds who are motivated to join the climate workforce. Climate Corps fellows work with companies, public institutions, and non-profit organizations to meet climate commitments by identifying opportunities to reduce emissions in their operations and supply chains.

Fellows are matched with host organizations based on their location, industry and project type preferences. You can view the full list of past organizations on our website. A list of 2024 host organizations will be available to successful candidates following their interview. Projects will be focused on the following areas:

Required Qualifications

  • At the time of application, enrolled in a graduate certificate or degree program.
  • Self-starter with project management and leadership experience, including demonstrated success aligning and collaborating across teams.

  • A passion for solving environmental challenges.
  • Eligible to work in the United States during the summer of 2024.

Depending on the available projects, skills in financial analysis, data analysis, and familiarity with greenhouse gas emissions accounting and reporting frameworks are valuable assets.

About our Opportunity
We invite you to apply to join our team as a full-time Transit Planning and Projects Coordinator in the Transportation Department within the Transit Planning Division. The purpose of this position is to perform active planning, project coordination, data management and analysis, community engagement, grant administration support, federal regulatory compliance, and general support activities of the Transit Planning Division. The Transit Planning and Projects Coordinator will provide direct support to the Transit Planning Manager for all projects related to transit planning and operations of the City’s transit system, Asheville Rides Transit (ART).
This position will be heavily involved in the implementation of the current Transit Master Plan, and will have the opportunity to help shape the future of transit in Asheville. Major projects that the Transit Planning and Projects Coordinator will facilitate include:
– Implementation of multi-year $1.0 million federal grant project focused on area-wide bus stop improvements.
– Maintaining and utilizing ART Intelligent Transit Systems (ITS) technology and Infrastructure
– Planning, design, and construction of a major expansion of the Downtown Transit Center.
– Short-term and long-term planning to locate and construct a new transit maintenance garage.
– Assisting with Transit Master Plan monitoring and evaluation of new service improvements, and preparing and implementing master plan recommendations as budget allows.
– Assisting with service planning efforts including short term planning, Comprehensive Operational Analysis, and long-term planning.

Work Schedule:
Monday – Friday 8:30 AM – 5:00 PM; total of 37.5 hours per week. Some weekend and evening work is required for public meetings and special projects. This position qualifies for Compensation Time. Hours worked beyond 37.5 hours per week, will be counted toward Compensation Time, which may be used as paid leave, up to a certain amount which is based on years of service. A temporary remote work schedule can be considered if needed.

Essential Duties & Responsibilities:
Primary Duties and Responsibilities:
Utilizing an array of transit software applications to perform various types of transit service analysis, including the evaluation and forecasting of service delivery, developing route alternatives, performing land use and demographic analysis to evaluate route alternatives or infrastructure improvements, designing and conducting rider surveys, preparing trend analysis, examining problems to develop strategies to address community needs.

Utilizing various transit data systems and software to communicate real-time transit data, digital signage messaging and alerts, text message alerts, and bus headsign messages.

Oversee and maintain Intelligent Transit System technology (ITS) & Infrastructure Database.

Manage ART ITS System and work with ITS vendors and Google Transit to ensure all General Transit Feed Specification – real time information is processed properly.
Run reports weekly to ensure ITS is working properly and validate and analyze data.
Communication and public engagement, including developing presentations and reports regarding key transit performance measures, service changes and improvements, and serving as a liaison to the Transit Committee and other Committees and Commissions as needed; lead and implement public engagement activities to obtain feedback from riders.
Representing the Transit Planning Division in the development review process. Review new development projects for impacts to the transit system, and make recommendations for improvements.
Supporting the Transit Planning Manager with operations contractor oversight by providing reports and data on schedule adherence, missed trips, completed revenue hours, etc.
Assist with the compilation and submission of required transit data to FTA for compliance purposes. Responsible for National Transit Database (NTD) and Transit Asset Management (TAM) reporting the Federal Transit Administration (FTA) and NC Operating Statistics to the North Carolina Department of Transportation.
Provide operational statistics, working with administrative staff, the Transit Planning Manager, and the Director and facilitating the operational information for the NTD Base Report
Coordinating with ART Operations Staff to modify schedules and routes as needed.
Oversee Bus Stop Improvement Project.
Managing transit procurement projects. Creating bid documents. Use scopes of work to procure amenities and general services in collaboration with the City procurement division in compliance with all applicable federal, state and local policies and procedures.
Researching funding opportunities and assisting the Transportation Grants Coordinator with developing and managing grants.
Research and report on transit innovations and industry trends.
Work closely with other departments and with ART on various transit capital projects, including bus shelter installations and improvements, facility renovations, and rolling stock procurement.
Coordinate with other departments and ART regarding roadway closures and detours.
Perform website updates and assist in posting and sending rider alerts.
Serve as a staff liaison to the Transit Committee.
Supporting the Transit Planning Manager on projects as needed.
Supplemental Functions:
Performing other similar duties as required.

Education & Experience:
Bachelor’s degree in Civil Engineering, Urban Planning, Transportation Planning, Transit Planning, or related field is required. One (1) to three (3) years of related work experience preferred, including GIS and/or analytical experience, is not required, but is preferred.
Over two (2) years of experience in project management, transit planning, or closely related field is preferred.
Experience with graphic design or ability to update maps and schedules with Adobe Design Suite is not required, but is preferred.
Familiarity/experience with following transit-related software programs, such as: Trillium, Remix, Swiftly, SPSS, etc. is not required, but is preferred.

The program is designed to build a strong foundation of business acumen, adaptability, and knowledge of The Port Authority as a whole. The breadth and depth of experiences within the program are critical in preparing Leadership Fellows to be future leaders within the Agency.

Leadership Fellows are full-time, permanent employees with a yearly salary and benefits. After successful completion of the program, Leadership Fellows are considered for key positions throughout the Port Authority. PHYSICAL DEMANDS:

Work is generally performed while sitting or standing at a desk with intermittent stooping. An incumbent in this position might also be required to lift light objects and spend time in the field.

A valid NC driver’s license is preferred for this position due to meetings, outreach, and event participation. However, ability to transport oneself efficiently locally and regionally without a driver’s license is acceptable.

– Serving as the appointed staff member for regional transportation organization’s technical committees and coordinates with Chatham County elected officials appointed to the regional transportation groups’ boards;
– Reviewing transportation recommendations of Plan Chatham and other regional transportation plans to assist with implementation;
– Providing and/or coordinating transportation planning, GIS (geographical information systems) analysis, and forecasting and/or project management in support of transportation planning, land use and development and program administration;
– Developing and presenting transportation technical documentation and analysis in a format appropriate for Board and Advisory Committee members and the public;
– Serving as the staff liaison to the Transportation Advisory Committee;
– Tracking ongoing NCDOT (North Carolina Department of Transportation) transportation project timelines in Chatham to provide regular updates to staff and the public;
– Coordinating with NCDOT staff regularly on County projects, reports, studies, and analyses;
– Managing the preparation and submission of projects into the Statewide Prioritization Improvement Program (STIP) by working with regional transportation organizations and presenting proposed submissions to the Board of Commissioners;
– Coordinating with NCDOT and regional transportation organizations about the update of the Comprehensive Transportation Plan (CTP) to capture the latest transportation development patterns, population growth, and economic conditions;
– Coordinating with County staff members and NCDOT to prioritize transit, bike/pedestrian, and ADA (Americans with Disabilities Act) facility inclusion within residential and non-residential proposals as outlined in the County comprehensive plan;
– Reviewing, recommending and drafting proposed amendments as they relate to transportation planning in Land Use ordinances;
– Representing the County and Planning department at multi-jurisdictional meetings and coordinating with local transit organizations to encourage transit development in Chatham County;
– Prepares and makes presentations to elected officials and advisory boards as assigned.
– Performing research on ordinances, NC general statutes, and statutory authority and
– Managing and administering transportation state and federal grants and special projects.

Minimum Qualifications

The ideal candidate will be a collaborative and innovative leader with a bachelor’s degree with coursework in transportation planning or engineering, regional planning, urban planning, public policy, geography or related field and 2-4 years’ experience in land use planning or an equivalent combination of education and experience. AICP (American Institute of Certified Planners) or the ability to obtain AICP preferred.

Description

NC Conservation Network (NCCN) is looking for an organized and team-oriented advocate to be our new Transportation Campaigns Manager. Working as part of the NC Conservation Network team, and in partnership with dozens of allied organizations across the state, the Transportation Campaigns Manager leads our advocacy on transportation and state-level land use policies. This Spring, the NC Department of Transportation (NC DOT) finalized the Clean Transportation Plan, which spotlights the need to reduce vehicle miles traveled and to rapidly electrify North Carolina’s transportation sector to reach climate emissions goals. Beyond emissions reductions, North Carolina needs sustained progress in transportation and land use policy to build a healthy, sustainable economy that works for all residents of the state.

Objective
The Transportation Campaigns Manager coordinates coalition workgroups and advances advocacy campaigns through policy writing, strategic advice, legislative monitoring, and direct lobbying of decision makers. The Manager works to ensure that policy solutions advance equity and a sustainable economy as well as reducing greenhouse gas emissions. Much of the work requires ongoing relationships with state legislators, staff in the Governor’s Office, and officials in state agencies, as well as with partners in local government and with advocacy organizations across the state. The Manager reports directly to NCCN’s Policy Director. The position is based in Raleigh with occasional travel around and beyond the state. Hours during the legislative session can be non-traditional.

Location
Our office is located in downtown Raleigh, NC. NCCN operates on a hybrid schedule, with staff expected to be in the office or working in the field twice a week, and eligible to work from home the remainder of the time. NOTE: NCCN is continually re-assessing the hybrid work environment (with input from staff), and expectations may change going forward based on collective feedback and the organization’s needs.

Responsibilities

Develop and participate in coalition campaigns on transportation and land use policy
The Transportation Campaigns Manager actively designs and participates in policy campaigns to promote the electrification of public and private vehicle fleets, re-orientation of state transportation priorities, and reform of the state transportation system to better serve all North Carolinians. As a related but secondary area of focus, the Manager advocates for or against state-level bills and proposed rules that shape land use patterns and local planning authority. In the service of policy campaigns, the Manager conducts legal and policy research, drafts comment letters, develops strategy, drafts factsheets and talking points, and cultivates relationships with decision makers.

Host policy advocacy working groups
The Manager hosts meetings for standing workgroups of transportation advocates. Depending on the pace of campaigns, these meetings can occur weekly to quarterly. The Manager ensures that working groups are inclusive, efficient, and support a high level of trust and coordination among participating advocates. In addition, the Manager participates in workgroups hosted by partners.

Coordinate with NCCN colleagues
The Manager collaborates with NCCN colleagues who are tracking environmental legislation, helping shape expenditures of state and federal funding streams, and working to advance environmental equity. In addition, the Manager works closely with NCCN’s communications and organizing teams, drafting materials that are revised and shared with journalists and with NCCN’s activists and partners across the state.

Safeguard affiliate interests
The Manager works with NCCN affiliates on an individual basis to alert them to developments in transportation and growth policy, to help them design their advocacy strategies, and to introduce them to contacts in state agencies or other advocacy groups.

Serve in stakeholder meetings
The Manager periodically represents NCCN in legislative or agency-initiated meetings that include state and local officials and staff and other stakeholders. During these initiatives, the Manager is responsible for briefing NCCN affiliates and partners on the progress of negotiations and representing their needs in the process.

Qualifications

Critical Job Skills/Experience
• JD, or MA in city/regional planning or transportation planning
• Substantive knowledge of transportation policy, land use planning
• Experience or familiarity with strategies to advance environmental equity
• Ability to lead working groups and manage multiple work streams concurrently
• Strong interpersonal skills
• Strong writing skills

Preferred
• Experience with or close knowledge of North Carolina politics
• Experience working with state level advocacy organizations
• Familiarity with NC DOT’s strategic prioritization program
Salary/Benefits

The starting salary range for this position is $65,000 – $75,000, commensurate with applicable work experience. Employment with NC Conservation Network includes a full benefits package, including health, dental, vision, and retirement, as well as generous paid vacation, sick, and holiday time. Health, dental, and vision premiums are covered at 100% for employees and 50% for dependents.
