Position

CMAP is hiring three field data collection interns during the summer of 2023 to assist with transportation system data collection in support of CMAP and its partner agencies. The interns will be responsible for collecting data to fulfill agency needs, described in detail below.

Essential functions

In-person and video camera-assisted utilization counts for bicycle/pedestrian facilities.
Installing video camera equipment for vehicular (passenger and truck) ranging from 6 hours to 24 hours.
In-person and video camera-assisted railroad crossing delay observation counts.
Formatting of traffic/usage related data from CMAP and other sources, and geocoding into CMAP ArcGIS archives.
Installation of radar devices to collect speed data.
Collect field condition on the components of public rights of way to assess accessibility for people with disabilities.

Field data collectors will receive work instructions and assignments from the Project Manager for Summer Field Data Collection – Transportation Networks. Work activities will primarily be in outside field locations throughout the seven-county CMAP region, with occasional travel to the CMAP office location.

Travel expenses incurred traveling to field data collection locations and during the course of scheduled data collection activities will be reimbursed; field data collection interns will be expected to keep accurate records of their work travel activity.

Knowledge, skills, and abilities

Field data collectors will travel to field data collection locations by various means, including automobile, public transportation, and Uber/Lyft. A valid driver’s license and proof of vehicle insurance for any vehicle to be driven must be provided at time of interview. Applicants should have proficiency with Microsoft Office Suite, including Outlook and Geographic Information Systems (GIS) such as ArcGIS and associated software. Field Data Collection Interns will not be under direct supervision while in the field on their assigned task. A high level of individual responsibility is expected, and self-motivation should be evident.

Equipment

Part of the work will be done remotely therefore interns will need access to a Windows computer, in good working order. If the intern does not have access to this equipment, it can be provided upon request.

Position Description

The intern will support CMAP’s technical assistance and capacity building programs, which provide assistance to communities across the Chicago metropolitan region to develop local land use and transportation plans and assist in the implementation of those plans. The intern will be expected to support projects by performing geographic information system (GIS) analysis, researching, and writing about assigned topics, and participating in community engagement efforts. Project assignments will be determined based on program needs and the intern’s interests and skill sets. However, the intern should have a strong understanding of transportation and land use planning topics.

Essential Functions

The intern’s primary responsibilities will include a combination of the following:

Research and writing. The intern will assist project teams by conducting research and contributing to written products. This may include assisting in the development of existing conditions reports by reviewing and providing written summaries of past plans and ordinances. It may also include researching plans, programs, and policies of other planning entities and organizations, and surveying best practices in relevant topic areas. The intern should be able to convey research findings in a clear and concise manner.
Data analysis and mapping. The intern will help with regional and community-focused data collection, analysis, and mapping. This will include gathering data via the Census or other datasets related to issues of particular importance to communities or ON TO 2050 implementation. Familiarity with data sources, ability to analyze data, and ability to communicate the results of this analysis are necessary skills. The intern will also prepare maps to appear in interim and final documents related to projects.
Outreach. Projects involve staffing many public meetings. The intern will assist with various elements of public engagement including table facilitation, registration, and note-taking.
Future Leaders in Planning (FLIP): The intern will assist with CMAP’s FLIP program, a free leadership development program for high school students. The intern will help CMAP staff administer the program and facilitate interactions with regional leaders.

Knowledge, Skills, and Interests

General knowledge of, and interest in, urban and/or regional planning issues and practice such as transportation, land use, environmental, and social considerations in planning.
GIS concepts and functions, familiarity with ArcGIS, and experience working with large regional datasets.
Adobe Creative Suite (InDesign, Illustrator, Photoshop) and SketchUp
Microsoft Office

Summary
The Transportation Planning Division is seeking a motivated and organized self-starter to fill the role of Transportation Planning Assistant. This position is responsible for working with Town staff on transportation planning projects, multimodal data analysis, Vision Zero, transportation demand management (TDM), demographics studies, and GIS data management.

The position offers exposure to local government transportation planning focused on bicycle, pedestrian, and transit, and oversight from transportation planning professionals. The successful candidate will have opportunity to work with planners from multiple disciplines, other Town departments, as well as private sector firms.

Essential Functions
– Assist with data collection activities and analysis in the office and/or field
– Analyze and visualize data in an engaging and user-friendly manner
– Assist with transportation demand management projects and outreach
– Support Town’s Vision Zero initiative and participate in task force operations
– Prepare brief memos explaining methodology and findings
– Assist with public outreach, meetings, surveys, focus groups, etc.
– Prepare presentations and other materials for public consumption
– Conduct research to assist staff, especially on peer city best practices that may lead to local policy, process, or infrastructure change
– Assist staff on larger projects of interest (ex: development ordinance rewrite, area plan development, placemaking efforts, safe routes to school)
– Collect, enter, tabulate and analyze demographic and performance data
– Support other transportation planning projects and initiatives as needed and as interested

Minimum Qualifications
The ideal candidate should have one of the following qualifications:

  • completed a BA/BS in Urban Planning, Transportation Planning, Public Policy, Geography, or a related degree.
    be currently enrolled in a graduate planning program; or
    recently completed a graduate planning program.
    Proficiency in MS Office, Adobe products (including Illustrator and InDesign), and GIS is strongly preferred.

SUPPLEMENTAL INFORMATION:

This position offers two types of employment opportunities:

Summer employment only: This option offers a full time (40 hours per week) position beginning mid-May/early June 2023 and ending mid-August 2023.
Summer employment extending into the academic year: this option offers a full-time (40 hours) position beginning mid-May/early June 2023 and converts to part-time (10-15 hours per week) beginning mid-August 2023.

Physical Demands:

About the Positions
We are actively seeking full-time associates in our Chapel Hill office. • Development Codes. Minimum Qualifications:

Bachelor’s degree in planning, business, nonprofit management, or other related field, or equivalent combination of education and experience
At least 1 year of experience working with a nonprofit organization or similar small organization, including some experience in development, grant writing/reporting, or management.
Direct familiarity and comfort with bicycling as a mode of transportation and recreation.
A can-do attitude and willingness to roll up your sleeves, even if it means trying something you haven’t done before.

Preferred Qualifications:

Previous experience in a senior role with a non-profit, governmental, or private organization.
Demonstrated ability to guide an organization through significant growth and change
Familiarity with the policy and funding mechanisms for transportation infrastructure at the local and state level, as well as best practices for biking infrastructure as a form of travel in the United States and other countries.
Familiarity and experience with the Raleigh bike community and bike infrastructure in Raleigh.

Benefits and Compensation: This is a salaried position in the range of $50-70,000/year for base salary, depending on qualifications and experience. There will be an annual incentive compensation/bonus depending on your performance and the performance of the organization. Bachelor’s degree in planning, business, nonprofit management, or other related field, or equivalent combination of education and experience
At least 1 year of experience working with a nonprofit organization or similar small organization, including some experience in development, grant writing/reporting, or management.
Direct familiarity and comfort with bicycling as a mode of transportation and recreation.

Preferred Qualifications:

Familiarity with the policy and funding mechanisms for transportation infrastructure at the local and state level, as well as best practices for biking infrastructure as a form of travel in the United States and other countries.
Familiarity and experience with the Raleigh bike community and bike infrastructure in Raleigh.
Benefits and Compensation: This is a salaried position in the range of $50-70,000/year for base salary, depending on qualifications and experience. There will be an annual incentive compensation/bonus depending on your performance and the performance of the organization. This position will include health, dental, and vision insurance as well as 401(k) pre-tax contributions with the potential for employer matching depending on the performance of the organization.

JOB SUMMARY: Applies demonstrated knowledge in demographic, economic, and other complex datasets to support agency activities including socioeconomic forecasting and modeling, land use monitoring, and routine community data and performance indicator tracking and reporting. Leads medium- to large-scale projects. Work is performed under the limited supervision from the Principal.

ESSENTIAL FUNCTIONS:

  • Oversees development and maintenance of tools, techniques, and inventories utilized in agency long-range socioeconomic forecasting efforts, including regional demographic and economic projections as well as disaggregated projections at a localized scale using the UrbanSim land use model.
  • Manages the Community Data Snapshots (CDS) project, which summarizes and communicates select demographic, economic, housing and transportation datasets at local geographies for municipal and neighborhood partners.
  • Aids in data development projects which support agency socioeconomic forecast and modeling activities, including but not limited to: land use and development monitoring, employment estimation, and U.S. Census operations and products.
  • Maintains CMAP’s role as a Census State Data Center (SDC) coordinating agency, serving as primary contact/liaison with state lead agency.
  • Coordinates agency efforts to support the SDC program in the areas of municipal outreach, new geography delineation, data dissemination, and public promotion of Census activities.
  • Conducts or leads complex analyses and investigations using GIS, scripting, statistical analysis, and other innovative techniques related to large urban datasets to inform internal and external decisions.
  • Conducts advanced work to automate the production of data tables, maps, graphs, and other business intelligence products for a variety of audiences.
  • Writes technical reports on demographic trends and projections for public consumption.
  • Attends internal department meetings and internal and external committee meetings, outreach events, and workshops as assigned.
  • Participates in other project teams as needed.

EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education and experience will be considered)

Required: A Bachelor’s degree in Demography, Economics, Social Science, Data Science, Statistics, Urban Planning, or a related discipline; exposure to and experience with data collection, large urban datasets, research, and quantitative analysis, through coursework, internships and/or professional experience; a minimum of three years of professional experience.
Preferred: A Master’s degree or a PhD in Demography, Economics, Social Science, Data Science, Statistics, Urban Planning, or a related discipline; a minimum of one year of professional experience.

KNOWLEDGE, SKILLS, AND ABILITIES including competencies that may be representative but not all-inclusive of those commonly associated with this position.

  • Excellent ability to perform data processing, analytical tasks, and data visualization on large urban datasets using Esri ArcGIS, QGIS, Python, R, SQL, and/or other scripting tools.
  • A sound understanding of demographic techniques (including cohort-component methods) and employment estimation concepts (e.g., Quarterly Census of Employment and Wages, NAICS classifications).
  • Comprehensive knowledge of U.S. Census Bureau products and programs as well as other demographic data sources.
  • Excellent skills in principles of research, data collection and analysis, and preparation of technical reports.
  • Excellent ability to communicate technical information clearly and effectively to external and internal audiences orally, in writing, in data visualizations, and in presentations.
  • Demonstrated ability to lead complex projects and work as part of a team is required.
  • Sound proficiency in business technology, including communication and collaboration tools used in remote work environment (Teams, Zoom, etc.)

DESIRED QUALIFICATIONS:

  • Three years of professional experience analyzing and presenting demographic data.
  • Highly proficient programming skills.
  • Expert level knowledge of one or more statistical or geospatial software programs such as: R, Python, ArcGIS, ArcGIS Pro, ArcGIS Online or QGIS, and the ability to use the software independently to develop tools and devise methods and processes to resolve complex issues.

General Definition and Conditions of Work
Performs difficult professional and intermediate administrative work serving as liaison to various transportation related organizations, boards and commissions, preparing and presenting related agenda items and materials, administering residential traffic management plan and bicycle transportation planning process, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning Administrator.

Essential Functions
Serves as staff liaison to the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization.
Serves as staff support to the Town’s Transportation Advisory Board.
Prepares and presents agenda materials for Town Council meetings.
Administers the Residential Traffic Management Plan.
Manages the bicycle transportation planning process.
Co-manages the design process for bicycle and pedestrian transportation infrastructure projects
Prepares applications for bike/ped programs such as American League of Bicycles-Bicycle Friendly Communities, grant funding and related programs.
Co-manages the Greenways Commission and the greenways planning process.
Serves as liaison to the Public Transit Committees affiliated with local and regional transit providers.
Responds to traffic and parking concerns.
Reviews site plans for new development projects.
Works with the North Carolina Department of Transportation staff on a variety of transportation issues.

Knowledge, Skills and Abilities
Thorough knowledge of ordinances governing land use and related codes; thorough knowledge of theory and techniques of transportation planning and including transportation funding; general knowledge of planning theory and principles; some knowledge of and experience in the principles and practices of urban planning, design and of the relationship between land use, zoning, and transportation; general knowledge of quantitative and qualitative methods of analysis; ability to communicate ideas effectively in both oral and written formats; ability to prepare and present technical reports; ability to establish and maintain effective working relationships with government officials, associates and the general public, staff advisory boards and special committees.

Special Requirements
Submittal of a cover letter, resume, and detailed completion of Town application is required. Reporting, outreach/engagement responsibilities necessitate attending evening meetings regularly as well as other events and activities either earlier or later than normal on weekdays and periodically on weekends.
Valid driver’s license in the State of North Carolina.

Education and Experience
Bachelor’s degree with coursework in transportation planning, transportation engineering, or related field and considerable experience in the transportation field involving assessment of site conditions and site analysis and project management (including conceptual and preliminary design of transportation infrastructure), or equivalent combination of education and experience.
