Purpose:
To create learning opportunities for an intern interested in a career as a City Planner.

Primary Duties: Collect data, conduct research on zoning-related tasks, perform document inventory, and provide technical and administrative support for the Department.

Duties will include:
• Conduct reviews, with the guidance of staff, of rezoning applications and new development in the City.
• Attend City Council, Planning and Zoning Commission, and other meetings.
• Assist staff with the newly adopted UDO and implementation of the Maple Avenue Corridor Plan.
• Prepare agendas and other materials for presentations.
• Provide excellent customer service both in and out of the office setting.
• Perform records inventory and scanning, data collection, database development, and document editing.
• Support staff with general office administration.

Required Knowledge and Abilities: Must be able to comply with instructions, meet deadlines, and be timely; contribute technical knowledge and creativity to department staff. Excellent organizational and communication skills are necessary. Proficiency in Microsoft Office, Google Earth, Adobe, Geographic Information Systems (GIS), and website content development is desired. This position will occur in an office/indoor setting with occasional outdoor fieldwork. Appropriate business casual dress will be expected during working hours.

Qualifications: A valid Driver’s License is required. Candidates for this position must have completed one or more years of college courses in urban planning, public administration, or an associated academic field (i.e., sociology). Current enrollment is not required to apply.

Position Details

Stewards Individual Placements (SIP) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.

SIP in partnership with the National Park Service and Historic Preservation Training Center are looking for two individuals for an exciting new opportunity as a HPTC Build Up Investment Planning Fellows. The goal of this position is to provide a technical internship that facilitates the opportunity to learn the full scope NPS Park Planning.

The Park Planning Special Studies (PPSS) division leads National Park Service parks and programs in planning for a sustainable and inclusive future.

PPSS is looking for two interns to work alongside NPS staff to synthesize disparate planning processes related to facility development and sustainability. The goal of this effort is to provide parks with a standardized, simplified method to submit investment proposals for agency approval, while addressing multiple NPS program-level requirements.

Identified Project Goals for 2023 include:

  • Develop a simple streamlined process to help ensure that new or rehabilitated facilities are sustainable throughout their intended life cycle. Helping the agency break free of the current “run to failure” model that results in poor condition, and unsustainable staffing, operations, and maintenance burdens.
  • Interns will work alongside senior leadership to develop processes to help parks prepare for investment concept (IC) approval. Approaches range from broad overarching guidance to guidance focused on specific asset types (visitor centers, campgrounds, maintenance facilities, housing, etc.) or geographic locations (coastal parks).

Position Responsibilities & Tasks will include:

  • Analyzing existing processes
  • Conducting interviews with staff and senior leaders from multiple disciplines across the agency
  • Identifying gaps and overlaps in protocols
  • Developing guidance and tool prototypes for a new simplified synthesized process, and
  • Presenting findings/recommendations to senior leadership.

The Investment Planning Fellows, with support from Park Planning and Special Studies (PPSS), will target the following goals:

1. Review the process and portfolio of facility planning in the NPS.

2. Review the Investment Review Board (IRB) structure, composition, charter, and processes.

3. Conduct initial qualitative interviews of key project stakeholders to understand current strengths, weaknesses, opportunities, and threats as they relate to facilities planning and project approval.

4. Conduct a literature review on best practices for developing sustainable facility investments. This could include qualitative interviews with external organizations with similar needs.

5. Articulate overlaps and gaps in current facilities planning processes.

6. Define criteria for a successful investment concept planning process.

7. Develop, analyze, and implement strategies to close gaps and meet client goals.

8. Conduct check-ins with project management team throughout the project to review project analysis and interim findings and incorporate feedback into final recommendations.

Our goal is to provide the opportunity and support for the investment planning fellows to successfully complete the desired project, which will require significant management and coordination across the agency. This experience will allow for the opportunity for these fellows to grow and develop their skills and have a product they can be proud of at the end of their internship.

Staff from Park Planning and Special Studies will be available to assist the interns and provide guidance throughout the internship. Located in a program office, this internship will offer opportunities to collaborate with staff from across the agency, at the park, region, and program levels thus providing a broad perspective. During this internship, interns will have ample opportunity to participate in the policy development and develop facilitation skills. The Investment Planning Fellows will be mentored by their supervisor, a former Business Management Group Intern, as well as other Park Planning and Special Studies staff, and Park Planning, Facilities, and Lands staff.

The Investment Planning Fellows will be provided orientation to the park planning programs, the types and products of work, and invaluable networking opportunities with national and regional planning, facility, resources, business services, and compliance program offices. Activities for the fellows will be both formal and informal. Additionally, each individual fellow will work with park, region, and WASO leadership and staff.

Qualification Requirements:

  • Ages 18-30 (Up to 35 with veteran status documentation)
  • Responsibility and time management skills to handle remote supervision and remote work
  • Very strong communication skills (writing/editing)
  • Very strong organizational skills
  • Ability to work independently
  • Ability to pass a federal background check

Preferred Qualifications:

  • Interns should be seeking a degree: preferably a graduate or undergraduate degree in Urban and Recreational Planning, Business Administration, Natural Resource Management, Environmental Studies, History, Anthropology, Historic Preservation, Landscape Architecture, Public Administration.
  • Self-motivated and has a demonstrated ability to work independently and collaboratively as part of a larger team
  • Organized, able to listen, ask questions, and think critically
  • A strong writer, communicator, facilitator, and note taker
  • Able to carry out independent research and analysis
  • Previous planning experience
  • Is proficient in the Microsoft Office Suite, including developing presentations, and conducting virtual meetings
    Able to adapt to changing priorities and to balance multiple, and sometimes competing, assignments; and has
  • Excellent customer service skills.

NRDC is a non-profit environmental advocacy organization. NRDC is seeking three Summer Interns from UC Merced to work remotely or in NRDC’s San Francisco office. Support for the internships is provided by the UC Merced Division of Equity, Justice, and Inclusive Excellence. We are currently looking for passionate individuals to bring their unique skills and perspective to help us develop equitable clean transportation, environmental justice, and clean energy policies that cut greenhouse gas emissions and harmful air pollution. As part of this internship, you will:
gain exposure to designing equitable clean transportation, environmental justice, and clean energy policies;
help create memos, reports, graphics, and blogs based on research and data analysis that are used to advance our state and federal advocacy; and
work on projects that advocate for solutions whose benefits are accessible to all.

Responsibilities:
As a summer intern, you will be an integral part of NRDC, working as a critical member of our Climate & Clean Energy Program. You will gain exposure to a variety of topics and activities, while developing transferable skills. The following are some examples of activities you can expect throughout the internship:

  • participate in meetings with key partners from other environmental and social justice organizations and potentially with state policymakers;

EPA Office/Lab and Location: A research training opportunity is currently available at the U.S. Environmental Protection Agency’s (EPA) Office of Policy (OP)/National Center for Environmental Economics (NCEE), located at EPA Headquarters in Washington, DC.

Research Project: The social cost of greenhouse gases (SC-GHG) combines climate science and economics to put the effects of climate change into monetary terms to help EPA and the public understand the societal consequences of actions that would increase or decrease greenhouse gas emissions. There are still many important categories of climate impacts and associated damages that are not yet reflected in these estimates due to data and modeling limitations. The selectee will participate in research to improve our understanding of how the world-wide physical impacts of climate change manifest into economic measures in ways that can be incorporated into economic models used to estimate the SC-GHG.

The participant will be involved with NCEE economists on research projects that will improve methodologies to assess the benefits and costs of environmental policies that improve water and air quality. The projects will involve significant data analysis and coding. One component of the water quality project is an evaluation of affordability metrics for costs of drinking and wastewater that are passed on to customers through water bills. With guidance and direction from an NCEE economist, the participant will review the literature on proposed affordability metrics (including those for similar services, such as electricity), apply these metrics to existing data, and evaluate their performance. The participant will also contribute to the evaluation of the effect of changes in water bills on outcomes such as household and government finances. Finally, the participant will engage in a study of the effectiveness of compliance assurance (inspections and enforcement) in the context of water quality. This project will involve the use of large, administrative data sets.

Additionally, to improve its ability to evaluate the contributions of voluntary programs, NCEE has a project underway to pursue case studies that examine the potential role that voluntary programs have played in participant actions to improve environmental outcomes. One potential case study involves assessing, in the supermarket industry, refrigerant gas emissions that have high global-warming-potential and that may deplete the ozone.

Allocation of time across the different components of the project is flexible. The participant will also have the opportunity to participate in additional research projects that are mutually beneficial.

Learning Objectives: This research project will provide the participant the opportunity to gain skills to compile, link, manage, and analyze large environmental, economic, and administrative datasets to facilitate analysis of the costs, benefits, and other economic impacts of environmental policies. The participant will have the opportunity to gain experience applying strong quantitative and computer coding skills to analysis of environmental policies. The participant is also expected to gain skills in applying econometric techniques to analyze relationships between the economy and the environment utilizing Stata, R, and/or other statistical programming languages. This training opportunity will provide an early career economist or data analyst with knowledge, skills, and abilities needed to conduct policy-relevant evidence-based research through collaboration with PhD environmental economists.

Anticipated Appointment Start Date: Summer 2023. All start dates are flexible and vary depending on numerous factors.

Appointment Length: The appointment will initially be for one year and may be renewed up to three additional years upon EPA recommendation and subject to availability of funding.

Level of Participation: The appointment is full-time.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.

EPA Security Clearance: Completion of a successful background investigation by the Office of Personnel Management (OPM) is required for an applicant to be on-boarded at EPA.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Main Objectives:

The Agency’s Policy & Research Graduate Student Internship is a paid summer internship for existing graduate students intended to foster the next generation of housing policy leaders, practitioners,and scholars. During the summer internship, the Graduate Student Intern will work closely with members of the Agency’s Policy & Research Team and contribute to research, quantitative analysis,and policy efforts geared towards increasing the stock of affordable and safe housing for North Carolinians with low incomes. Throughout the summer, the Graduate Student Intern will gain hands-on experience in policy analysis and research; participate in networking opportunities that may include program, research, and policy leaders from local and state organizations; gain a strong foundation in affordable housing concepts, policies, and research methods; and contribute to relevant housing research, policy, and planning priorities for the Agency.

Essential Functions:

•Contribute to a variety of policy analysis, program evaluation, and affordable housing research projects through data analysis and qualitative research.

•Articulate findings from research project(s) in appropriate deliverables, such as a written reports, visualizations, presentations,blog posts,and/or internal memos.

•Perform other duties as assigned by members of the Policy & Research Team.Additional Work Duties:Other duties as assigned.

Education and Experience:

Bachelor’s Degree from an appropriately accredited institution required. Must be a resident of North Carolina or currently enrolled in a graduate program in Planning, Public Policy, Government, Public Administration, or related field in North Carolina. An equivalent combination of education and experience will be considered.

Description

The Urban Design/Planning Intern will work under the City of Raleigh Department of Planning and Development’s Urban Projects Division in Downtown Raleigh. The Urban Projects is a newly-created division of the Planning & Development Department dedicated to catalyzing and accelerating the transition from plan vision to physical reality through internal coordination, external partnerships, and problem solving. The intern will be a temporary employee of the City of Raleigh working at an hourly wage without benefits.
Duties and Responsibilities
The Urban Design/Planning Intern will assist senior staff at the Urban Projects Division with the development of design and planning related research, reports, illustrative plans, 3-dimensional analysis and modeling studies, and assist with other related divisional tasks as needed.
The intern may also be involved in supporting project assignments associated with planning studies and reports, including area studies, corridor plans, redevelopment plans and streetscape design as part of the Planning and Development Department team.
Specific skill sets sought include knowledge of the design of the physical environment, creation of visual illustrations and 3D modeling, communicating design ideas into concept plans, ability to conduct independent research on urban design issues and develop reports and graphics on assigned topics.

Typical Qualifications
Must currently be enrolled in an undergraduate or graduate program and a student in good academic standing. Preference for students enrolled in a program leading to a degree in Urban Design, Landscape Architecture, Architecture, and/or City Planning.

No previous office experience required. Experience working collaboratively in a project team environment with planning scale and site plan scale projects is highly desired.

To perform this job successfully, an individual should have strong knowledge of design software such as Adobe Creative Suite, SketchUp Pro, Rhino3D, Google Earth, and CAD software as well as an ability to graphically illustrate design solutions by hand. A strong working knowledge of GIS/ArcView and Office suite software is also desired.
