General Statement of Duties

This position in the City of Burlington’s Planning Department serves to provide technical assistance and customer service to the general public, property owners, builders, real estate agents, developers, and others who inquire about all types of development in the City. This position will be responsible for the daily management of planning’s permitting activity in the City and the ETJ, as well as potential assistance with processing permits within the City’s Local Historic Districts, assisting with the Planning and Zoning Commission, and successfully operating in an open collaborative team environment.

 

Distinguishing Features of the Class

An employee in this class is responsible for prioritizing efficient, effective, and responsive customer service to the development community, citizens and the organization. They are accountable for providing technical information pertaining to the permitting of land uses within the City and the City’s Extraterritorial Jurisdiction (ETJ). Work requires functioning within established guidelines, protocol, and procedure that is consistently implemented and based on a cohesive interpretation of the City’s Unified Development Ordinance (UDO) and Code of Ordinances. This position is collaborative in nature yet demands individual competency. This position reports to the Planning Services Administrator, and works with other planning staff, and is evaluated through report reviews, quality and effectiveness of work completed, and compliance with established policy and procedures. This classification is considered Exempt in compliance with the Fair Labor Standards Act (FLSA).

 

Illustrative Examples of Work

Essential Tasks and Responsibilities:

  • Navigates the City’s online permitting portal, BurlingtonSmart, to administer permitting activity, reporting, and monitoring.
  • Contributes to interpreting and enforcing the Burlington Unified Development Ordinance and Code of Ordinances, including collaborating with the City’s Code Enforcement Division.
  • Serves as a point-of-contact when engaging the development community, the public and City staff for land use and zoning related matters.
  • Reviews planning permits, site plans, construction documents, and subdivisions for completeness and conformance with ordinance requirements and guidelines. Explains land use regulations in a consistent manner based on precedence of interpretation and established land use principles to the public and others.

  • Guides property owners and developers through the process of developing property in accordance with all applicable rules and regulations including the subdivision of property.
  • Performs extensive research and conducts field investigations on specific or general areas.
  • Serves as staff support to the Historic Preservation Commission and Planning and Zoning Commission, as needed.
  • Creates new approaches to permitting and development review.
  • Represents the City and the Department in a professional manner.

Knowledge, Skills, and Abilities:

  • Ability to use the City’s online permitting portal system, BurlingtonSmart.
  • Thorough knowledge of principles and practices pertaining to planning, land use, zoning administration, research and data collection.
  • Understanding of North Carolina General State Statutes Chapter 160D and its applicability to North Carolina planning practice.
  • Considerable knowledge of land use development, subdivisions, and enforcement.
  • Considerable knowledge of Microsoft Office, Adobe Creative Cloud, Google Earth, and Bluebeam.
  • Considerable knowledge of Geographical Information System (GIS) and ability to create maps as requested.

Education and Experience

  • Bachelor’s degree in planning, public administration, or a related field; a Master’s degree in planning, public administration, or a related field is preferred;
  • One year minimum experience in planning, zoning, or equivalent in a municipal agency including internships;
  • Or an equivalent combination of education and experience.

 

Special Requirements

  • American Institute of Certified Planners (AICP) or ability to obtain within two years.
  • Certified Zoning Official (CZO) certification through the North Carolina Association of Zoning officials or ability to obtain within two years.
  • Valid North Carolina Driver License, or ability to obtain within 60 days after date of hire.

 

 

 

Physical Requirements and Working Conditions

Work in this class is described as being sedentary and seldom requires much physical exertion to complete tasks. Work typically involves the ability to physically perform the basic life operational functions of reaching, walking, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading. Working conditions include inside environmental conditions.

Salary Range: $58,331.55 – $96,253.75

Detroit Future City is searching for a Neighborhood Climate Resiliency Specialist through the Michigan Healthy Climate (MHC) Corps!

The member will support DFC with building capacity within our strategies for building thriving, resilient neighborhoods in Detroit, especially around sustainable land use and also around connecting residents, small businesses, and other community institutions to resources that reduce energy burden. The member will provide capacity to a collaborative project, the McDougall Hunt Climate Resiliency Initiative. Specific work activities for the MHC member at DFC will include:

  • Research the costs and funding opportunities associated with a range of sustainable interventions may include urban prairie/meadow establishment and maintenance, tree/forest planting, solar energy production, and stormwater management.
  • Use research and graphics skills to support the refinement of a toolkit to support community decision-making around using land for resiliency, and also to build funding and partnership support to implement these projects.
  • Learn about current green space development through hands-on work days with community partners, and supporting the refinement of maintenance plans and their implementation.

The position is entry-level with no work experience required and would be perfect for a recent grad or a student working towards a May graduation from the DCRP. Our county offices are located in Hendersonville in the beautiful Blue Ridge Mountains, about 25 minutes south of Asheville and about 45 minutes north of Greenville. Duties and Responsibilities:

  • Reviews plats and site plans and works with developers and the public for conformance with all zoning and subdivision ordinances, the comprehensive plan, and state law.
  • Researches and prepares data and reports for various development applications including rezonings and major subdivisions for consideration by the Planning Board and Board of Commissioners.
  • Directs or participates in the preparation of maps, charts, illustrations, presentations, and other related materials.

Qualifications:

  • Skilled in the use of geographic information systems and work-related computer software, ArcPro
  • Familiarity with Adobe Creative Suite, and other technology used to perform position duties

A bachelor’s degree in community planning, geography, public administration, or a related field; graduate degree in community, urban, or rural planning is preferred; entry-level position. Working knowledge of planning practices is required.

Possession of a valid North Carolina driver’s license or the ability to obtain one within six months.  Ability to work some evenings and other times as necessary and requested and/or approved by the Senior Planner.

TYPICAL TASKS:

What are we looking for? We are looking for someone who can:

  • Respond to public inquiries from citizens, businesses, landowners, the development community and elected and appointed officials regarding matters such as the status of current projects, interpretations of the Imagine Cary Community Plan, current and proposed ordinances, area plans and studies;
  • Review development proposals for consistency with policies and ordinances and communicate with developers regarding designs, and offer opinions for improvements;
  • Serve as case manager for rezoning requests. Work includes coordinating with staff from various disciplines to work through key issues with rezoning cases and to serve as the point of contact for the development team. Also includes preparing staff reports and presentations to the community, council and Members of the Planning and Zoning Board;
  • Research and develop amendments to the Land Development Ordinance (LDO) and maintain a list of potential amendments to the LDO;
  • Conduct community outreach and publicity, collect background baseline data on existing conditions and discuss draft plans with citizens, landowners, developers, and Council members;

A master’s degree in a closely related field may be credited toward some years of experience.

The Town of Garner is seeking an experienced Assistant Planning Director to develop, coordinate, and conduct the Town’s comprehensive planning (“Garner Forward”) and master plan review programs focused on implementing the Town’s overall vision as represented by the Town of Garner Strategic Plan.

Examples of Duties:

  • Assumes responsibilities of Planning Director in their absence, including the signing of final plats certifying compliance with Unified Development Ordinance regulations.
  • Manages all long-range plans and related activities under the umbrella of “Garner Forward” and ensures coordination with regional partners and neighboring local jurisdictions.
  • Supervises subordinate staff – including the completion of staff performance reviews; delegating work; mentoring and encouraging professional growth and development.
  • Sets the bar for subordinate staff in regard to teamwork by filling in as needed during periods of employee leave and position vacancies.
  • Represents the Town as the voting member of both the Technical Coordinating Committee and the Transit Planning Advisory Committee of the Capital Area Metropolitan Planning Organization (CAMPO), and directs participation of subordinate staff in CAMPO subcommittees and special studies as needed.
  • Coordinates with the Town Clerk to manage the Town’s annexation petition process.
  • Maintains a close working relationship with the Garner Town Engineer and Assistant Town Engineer (Engineering Department Director and Assistant Director).
  • Leads and/or delegates review of conditional master planned and other rezoning requests.
  • Presents rezoning cases and/or provides support to presenting staff at Planning Commission and Town Council meetings and hearings.
  • Ensures coordination with partner agencies including, but not limited to, the US Census Bureau, NC Secretary of State, NC Department of Transportation, State Demographer’s Office, Wake County Housing and Community Revitalization Division, Wake County Planning, GoRaleigh, GoTriangle, and the Wake County Public School System.
  • Prepares job postings, conducts interviews, and completes personnel action forms for new hires as assigned.
  • Attends a number of evening meetings.
  • Provides high-level direction for the proper maintenance and retention of department data (GIS, digital and physical) managed by subordinate staff.
  • Performs related duties as required.

Requirements:

  • Applicants must have a Bachelor’s degree in Geography, Urban Planning, Landscape Architecture or closely related field from accredited college or university and at least six (6) years of progressively responsible professional experience in public sector planning or contracted public planning service.
  • Applicants must have at least two (2) years of supervisory experience.
  • Applicants must be able to obtain AICP within one (1) year of hire.
  • Applicants must have a valid driver’s license and good driving history.
  • Preference will be given to applicants that have a Master’s degree in Urban Planning or closely related field.

Salary and Benefits
Salary is commensurate with the requirements of the position and is in the $70,000 to $80,000 range and includes a stipend for medical benefits. Benefits include accrued vacation and sick time of 8 paid holidays plus the week between Christmas Eve and New Year’s Day. Associate Position
An EPS Associate collaborates with EPS Principals, staff, and partner firms to complete consulting assignments related to urban issues including affordable housing, equitable urban investment, transit-oriented development, economic development and revitalization, fiscal and economic impacts, and open space and conservation planning. They prepare quantitative and qualitative research and analysis, participate in stakeholder engagement, and prepare written and spoken deliverables.
Qualifications and Skills
• Master’s degree in urban and regional planning, urban economics, real estate, public policy, or related field (or bachelor’s degree plus directly related work experience)
• 1 to 3 years of related experience in consulting or related public sector position
• Strong spreadsheet modeling and data analysis skills
• Knowledge of basic demographic and economic analysis techniques and data sources
• Basic knowledge of real estate market and financial analysis
• GIS/spatial analysis and graphics skills
• Strong problem solving and written and oral communication skills
• Interest in the economics of land use, evolution of places, and local economic and community development

Benefits
• Starting salary $65,000 to $75,000 dependent on qualifications and experience

The Planning Supervisor is a leadership member of the Comprehensive Planning team, which primarily manages long-range citywide, neighborhood, and corridor planning projects and staffs the rezoning, annexation, and demographic programs. Current projects include Western and Southern Bus Rapid Transit Station Area Planning and a 1,400 acre expansion of Raleigh’s extra-territorial jurisdiction. This position will also play a key role in an upcoming effort to develop a new comprehensive plan for the city.

Incumbents provide professional work overseeing an assigned program, unit or function of planning and provide supervision to a minimum of two or more full time professional level employees. Incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

 

Duties and Responsibilities
