The Town of Harrisburg, NC is currently seeking a Senior Planner. This position performs intermediate to complex planning work for current and long-range planning efforts. Work includes reviewing comprehensive plan amendments, re-zonings, subdivision, and development plans for compliance with town regulations; conducting site inspections for zoning, landscape and architectural requirements; preparing staff reports and making presentations to various boards; and assisting with special projects. The Senior Planner will also participate in the development review process by meeting with developers and architects; reviewing various aspects of land and site development projects; coordinating the review process with other internal departments for review and recommendations; assisting with preparation of agenda and information packets for the Planning Board and Board of Adjustment for rezonings, annexations, subdivisions, text amendments, and other requests required for Board and Council review and approval; maintain GIS data layers for multiple department projects; create data and display in map form for Town departments; and work with various data types, processing information for elected and appointed boards to assist with decision making. The Senior Planner serves as the staff liaison to the Town Council, Planning Board and Board of Adjustment. Work requires considerable knowledge of GIS systems including application of software, hardware, and peripherals to planning needs; ability to read and understand the Town’s development and zoning ordinances; skill in public speaking and meeting facilitation; and skill in communicating ordinance requirements to the public, developers, builders, real estate brokers, property owners, etc. The work is supervised by the Planning and Economic Development Director and is evaluated through conferences, accuracy, and effectiveness of work results, and feedback from officials and the public. Salary range of $54,793-$80,885, dependent upon qualifications. Graduation from a college or university with a degree in urban planning, architecture or a related field; preferably a master’s degree in planning or closely related field. Also requires a minimum of three to five years-experience in local government planning; or an equivalent combination of education and experience required. Certified Zoning Official and American Institute of Certified Planners certification preferred. Must have a valid NC Driver’s License. Construction Field Inspections (CFI) Internship:

There are eight (8) full time Construction Inspection intern positions available in Summer 2020. The City will consider additional part time work Spring and Fall of 2020 if candidate is available full time for the summer.

Location: The office is located at 309 Second Avenue South, Minneapolis, MN and the actual work sites will be located throughout the City.

Work Hours: Monday – Friday, 7:00 am – 3:30 pm with the possibility of overtime during the week as well as on weekends, depending on the workload.

Primary Job Duties

– Assist in the construction inspection of roadways, bike paths and bridges
– Assist with documentation and monitoring of daily construction operations done by private contractors on City construction projects
– Additional duties may include organizing documents, scanning documents, preparing or working with spreadsheets, and other tasks as assigned.

Construction Field Inspection LAB Internship:
There are four (4) full time Construction Inspection LAB intern positions available in Summer 2020. The City will consider extending the position into the Fall of 2020 depending on job performance. Work conditions include laboratory with considerable field work.

Location: The engineering lab is located at 1901 East 26th Street, Minneapolis, MN.

Primary Job Duties:

– Assist in testing various construction materials and soils in the lab and in the field.
– Keep records of tests conducted.
– Prepare reports with analysis and related written documentation as required.

Land Survey Internship:

– Have an active role in performing field work for topographic surveys, horizontal and vertical control, construction staking, easements and boundaries
– Operate survey equipment such as Total Station, data collector, survey levels and GPS equipment

Street Engineering & Design Internship:
There is one (1) full time Street Engineering & Design intern position available for Summer 2020 to assist the design team responsible for engineering and designing of city street construction projects. The City will consider extending the position into Fall of 2020 for exceptional candidates.

Location: Work site is located at the City of Lakes Building, 309 Second Avenue South, Minneapolis, MN and may occasionally include field work.

Work Hours: Work days and hours are flexible but are limited to the days of Monday – Friday and within the hours of 7:00 am – 5:00 pm.

Primary Job Duties:
– Assist in collecting and reviewing existing project data
– Assist in developing and evaluating concept layouts
– Assist in preparing preliminary and detailed plans, and estimates
– Assist in other tasks as assigned.

General Job Description: Under regular supervision, performs difficult professional work involved with the planning, design, implementation, operation and maintenance of a variety of transportation and traffic engineering programs and services for the City of Winston-Salem and the Winston-Salem Urban Area Metropolitan Planning Organization (MPO); does related work as required.

Qualified candidate will have a working knowledge of the NCDOT signal design criteria and process, the MUTCD, NCDOT standard specifications and roadway standard drawings. Experience with large signal systems, ITS, signal systems timing, and wireless technology is a plus. Assists with the development and implementations of the Winston-Salem Urban Area Metropolitan Planning Organization’s (MPO) 2035 Transportation Plan; works with the City-County Planning Board (CCPB).

Performs difficult professional/technical work involved with the collection and analysis of traffic engineering data including the MPO’s average daily traffic (ADT) count files and mapping, spot speed studies, delay studies and accident diagrams; works with other municipal departments, the NCDOT and other governmental agencies, consultants and private contractors to coordinate projects, share information and process municipal agreements; the review of site plans and traffic impact studies to determine potential traffic impacts, and coordinate exchange of information with developers and consultants; and, project presentations at public meetings.

Provides technical assistance to appointed and elected officials, business community, neighborhood organizations, general public and various staff at the Federal, State, and local levels; serves as a liaison to municipalities within the MPO; completes the required performance planning and evaluation documents.

General Qualifications: Any combination of education and experience equivalent to a bachelor’s degree in transportation or civil engineering and considerable experience in professional engineering work.

· Registration as a Professional Engineer in the State of North Carolina or Engineering Intern in pursuit of North Carolina Professional Engineer registration.
· Possession of a valid North Carolina driver’s license.
· CAD and GIS experience preferred.

The Chicago Metropolitan Agency for Planning (CMAP) and the Phillip D. Peters Regional Planning Fellowship Board of Directors are pleased to announce the availability of a planning fellowship in 2020. The fellowship competition is open to students currently enrolled in a Master’s degree graduate program in urban planning or a related field. Priority will be given to those students midway through their graduate program.

The fellowship will be awarded during spring 2020. The fellow will work with CMAP for 10 weeks over a consecutive period between May 2020 and December 2020.
